HomeMy WebLinkAboutPre-LegislationQp '.* City of Miami Legislation Resolution: R-16-0087 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 16-00143 Final Action Date:3/1 I/2016 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE ALLOCATION OF PROGRAM YEAR 2016-2017 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS ("CDBG") IN THE TOTAL AMOUNT OF $2,699,621.00, CONSISTING OF CDBG FUNDS IN THE AMOUNT OF $2,663,046.00 AND PRIOR YEAR PROGRAM INCOME IN THE AMOUNT OF $36,575.00, TO THE ECONOMIC DEVELOPMENT CATEGORY TO THE AGENCIES SPECIFIED IN ATTACHMENT "A", ATTACHED AND INCORPORATED, FOR ECONOMIC DEVELOPMENT ACTIVITIES IN PROGRAM YEAR 2016-2017; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, pursuant to Resolution No. 16-0035, adopted January 28, 2016, the City Commission approved the Community Development Block Grant ("CDBG") Program Year categories, allocating the projected amount of $2,699,621.20 in economic development category; and WHEREAS, on February 16, 2016, the United States Department of Housing and Urban Development ("HUD") posted the City of Miami's ("City") CDBG allocation which resulted in a reduction of $36,575.00 in the economic development category as approved pursuant to Resolution No 15-0035; and WHEREAS, to ensure that no agency's allocation is reduced, the Department of Community and Economic Development recommends the transfer of additional $36,575.00 from prior year program income to the 2016-2017 economic development category; and WHEREAS, the City Administration recommends the allocation of Program Year 2016-2017 CDBG funds, from HUD entitlement grant funds in the amount of $2,663,046.00 and the amount of $36,575.00 from prior year program income, for the total amount of $2,699,621.00 in the economic development category, to the agencies specified in Attachment "A", attached and incorporated, for economic development activities in the Program Year 2016-2017; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The allocation of Program Year 2016-2017 CDBG funds in the total amount of $2,699,621.00, consisting of CDBG grant funds in the amount of $2,663,046.00 and prior year program income in the amount of $36,575.00, to the economic development category to the agencies specified in Attachment "A", attached and incorporated, for economic development activities in Program Year 2016-2017, is authorized. The City Manager is further authorized {1} to execute the necessary documents, in a form acceptable to the city attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. City of Miarni Page 2 of 2 File Id: 16-00143 (Version: 1) Printed On: 2/13/2017 City of Miami Legislation Resolution: R-16-0035 City Hall 35D0 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 15-01644 Final Action Date:1/28/2.016 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE ALLOCATION OF PROGRAM YEAR 2016-2017 COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG") FUNDS IN THE PROJECTED AMOUNT OF $4,768,648.00, ALONG WITH $120,000.00 IN PUBLIC SERVICE PROGRAM INCOME FROM THE PRIOR YEAR, FOR A PROJECTED TOTAL OF $4,888,648.00 TO THE ACTIVITIES SPECIFIED IN ATTACHMENT "A", ATTACHED AND INCORPORATED, BEGINNING APRIL 1, 2016; AUTHORIZING THE ADJUSTMENT OF ALLOCATIONS IN DIRECT PROPORTION TO THE ACTUAL ALLOCATION OF PROGRAM YEAR 2016-2017 CDBG FUNDS; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE ALLOCATION OF SAID FUNDS. WHEREAS, the United States Department of Housing and Urban Development ("HUD") has yet to release the final Community Planning and Development Program Formula Allocations for Program Year 2016-2017; therefore, the amount of Community Development Block Grant ("CDBG") funds being recommended for allocation is a projection; and WHEREAS, the Administration recommends allocating said funds to the various activities as specified in Attachment "A" for Program Year 2016-2017 beginning April 1, 2016; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The allocation of Program Year 2016-2017 CDBG funds in the projected amount of $4,768,648.00, along with $120,000.00 in Public Service Program Income from the prior year, for a projected total of $4,888,648.00, to the activities specified in Attachment "A", attached and incorporated, beginning April 1, 2016, is authorized. Section 3. The adjustment, by the City Administration, of allocations in direct proportion to the actual allocation of program year 2016-2017 CDBG funds, is authorized. Section 4. The City Manager is authorized{1} to execute the necessary documents, in a form acceptable to the City Attorney, to implement the allocation of said funds. Section 5.
