Alfonso, City Manager DATE : February 8, 2017 FILE Department of Community & Economic Development SUBJECT Allocation of $50,000 for HQS Inspections with funds allocated from Social Services Gap program eo eoG- ge ) reui Ctor REFERENCES : Depa ent of Community & Economic Development ENCLOSURES: BACKGROUND The City of Miami ("City") receives funding from the United States Department of Housing and Urban Development ("HUD") for its Section 8 Programs and Housing Opportunities for Persons with AIDS (`'HOPWA") Program. The Programs require on an annual basis the performance of over 500 inspections and re - inspections, and based on the current level of Department of Community and Economic Development inspection staff, it continues to be more cost and time effective for the uninterrupted performance of said inspections to be performed by the Sub -recipients.. Allapattah Business Development Authority, Inc. ("ABDA") and Sunshine for All, Inc. are currently the only organizations with the required training and certifications to perform these inspections and at present performing these inspections. Because of the extensions of the fiscal year from 12 to 18 months, there is the need to fund these organizations for the additional 6 months. As these organizations are familiar with the needs of the community and requirements imposed by the City and currently performing the services needed by the City. It would therefore be advantageous to the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to these organizations will allow them to perform the inspections and re - inspections required as part of the program by HUD, with no added time for the procurement process, which could take over 30-40 days. RECOMMENDATION In Tight of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinance, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four -fifths vote is respectfully requested.
