A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO PRIORITIZE THE DEVELOPMENT AND ISSUANCE OF A
REQUEST FOR PROPOSALS ("RFP") RELATING TO THE DESIGN AND
CONSTRUCTION OF AFFORDABLE HOUSING ON THE CURRENT SITE OF
THE CITY OF MIAMI FIRE COLLEGE ("FIRE COLLEGE"), INCORPORATING
PUBLIC PARTICIPATION IN THE DRAFTING OF THE RFP IN
COORDINATION WITH THE DISTRICT TWO CITY COMMISSION OFFICE
AND COMMUNITY STAKEHOLDERS, FURTHER INCORPORATING WITHIN
THE DRAFTING OF THE RFP ANY POTENTIAL OPPORTUNITIES FOR
REDEVELOPMENT PARTNERSHIPS WITH ABUTTING PROPERTY
OWNERS, SUBJECT TO THE CITY ACQUIRING A SUITABLE LOCATION FOR
A NEW FIRE COLLEGE, AND FURTHER SUBJECT TO COMPLIANCE WITH
ANY AND ALL ENVIRONMENTAL REQUIREMENTS, PROTECTION, LAND
USE, ZONING LAWS, RULES, REGULATIONS, ORDERS AND
REQUIREMENTS, INCLUDING, BUT NOT LIMITED TO, THE EXISTENCE IN
OR ON THE PROPERTY OF ANY HAZARDOUS MATERIALS WHICH MAY
IMPACT ITS SUITABILITY FOR RESIDENTIAL USE AND FOR WHICH THERE
WOULD BE REMEDIATION, IF NECESSARY, PRIOR TO CONSTRUCTION.

WHEREAS, the City of Miami ("City") has a need for affordable housing; and
WHEREAS, the City's Fire College ("Fire College") requires major repairs, renovations
and remodeling to meet the current needs of a modern fire college; and
WHEREAS, the City wants to utilize the current site of the Fire College for affordable
housing; and
WHEREAS, use of the current site of the Fire College for affordable housing is subject to
the City acquiring a suitable location for a new Fire College; and
WHEREAS, use of the current site of the Fire College for affordable housing is further
subject to compliance with any and all environmental requirements, protection, land use, zoning
laws, rules, regulations, orders and requirements, including, but not limited to, the existence in
or on the property of any hazardous materials which may impact its suitability for residential use
and for which there would be remediation, if necessary, prior to construction; and
WHEREAS, it shall be of highest priority for the City Manager to seek and acquire a
suitable location for a new Fire College, subject to the various conditions provided herein; and

WHEREAS, it shall also be of highest priority for the City Manager to develop and issue
a Request for Proposals ("RFP") for the design and construction of affordable housing utilizing
the current site of the Fire College, subject to the various conditions provided herein; and
WHEREAS, the City Manager shall incorporate public participation in the drafting of the
RFP in coordination with the District Two City Commission Office and community stakeholders;
and
WHEREAS, the City Manager shall further incorporate within the drafting of the RFP any
potential opportunities for redevelopment partnerships with abutting property owners;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is directed to prioritize the development and issuance of
an RFP relating to the design and construction of affordable housing on the current site of the
Fire College, subject to the City acquiring a suitable location for a new Fire College, and further
subject to compliance with any and all environmental requirements, protection, land use, zoning
laws, rules, regulations, orders and requirements, including, but not limited to, the existence in
or on the property of any hazardous materials which may impact its suitability for residential use
and for which there would be remediation, if necessary, prior to construction.
Section 3. The City Manager shall incorporate public participation in the drafting of the
RFP in coordination with the District Two City Commission Office and community stakeholders.
Section 4. The City Manager shall further incorporate within the drafting of the RFP any
potential opportunities for redevelopment partnerships with abutting property owners.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
