HomeMy WebLinkAboutR-17-0135City of Miami Resolution R-17-0135 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 1761 Final Action Date: 3/23/2017 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE ACCEPTANCE OF A GRANT FROM THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY, IN AN AMOUNT NOT TO EXCEED $750,000.00, FOR THE REIMBURSEMENT OF COSTS ASSOCIATED WITH ENHANCED POLICE SERVICES WITHIN THE SOUTHEAST OVERTOWN/PARK WEST REDEVELOPMENT AREA; AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, AND ALL OTHER NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, the City of Miami ("City") is responsible for public safety throughout the City, which includes the Southeast Overtown/Park West Redevelopment Area ("Redevelopment Area"); and WHEREAS, pursuant to Section 163.370(2)(o), Florida Statutes, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") has the power to develop and implement community policing innovations with the objective of remedying slum and blight, and the causes thereof, within the Redevelopment Area; and WHEREAS, the Miami Police Department ("MPD") has an interest in continuing the "Southeast Overtown/Park West CRA Detail", an innovative service -oriented police unit, in a problem solving team capacity, to establish and support working partnerships with the CRA, Neighborhood Enhancement Teams, residents, business owners, and homeless outreach programs; and WHEREAS, pursuant to CRA Resolution No. 17-0004, adopted on January 30, 2017, the Board of Commissioners of the CRA approved the issuance of a grant in an amount not to exceed $750,000.00 to the City for the provision of enhanced police services, supplemental to general patrol, within the Redevelopment Area; and WHEREAS, the City, by and through the MPD, will utilize the subject grant funds to administer the "Southeast Overtown/Park West CRA Detail" and continue to provide enhanced community police services through the allocation of six (6) supplemental sworn officers, consisting of one (1) police sergeant and five (5) police officers, assigned exclusively to the Redevelopment Area to address issues relating to quality of life within the Redevelopment Area; and WHEREAS, the CRA authorized the grant funds to be disbursed throughout the term of this agreement on a reimbursement basis to the City upon presentation of invoices and satisfactory documentation; and WHEREAS, no matching funds are required from the City; and City of Miami Page 1 of 2 File ID: 1761 (Revision:) Printed On: 3/20/2025 File ID: 1761 Enactment Number: R-17-0135 WHEREAS, the City Commission wishes to accept said grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Section 2. The acceptance of a grant from the Southeast Overtown/Park West Redevelopment District Community Redevelopment Agency, in an amount not to exceed $750,000.00, for the reimbursement of costs associated with enhanced police services within the Redevelopment Area, is authorized.' Section 3. The City Manager is authorized' to execute the grant agreement, in substantially the attached form, and all other necessary documents, in a form acceptable to the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ndez, City Attor ey 3/1372017 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
