A Resolution of the Miami City Commission, with attachment(s), authorizing the
acceptance of a grant from the Southeast Overtown/Park West Community
Redevelopment Agency, in an amount not to exceed $750,000.00, for the
reimbursement of costs associated with enhanced police services within the Southeast
Overtown/Park West Redevelopment Area; authorizing the City Manager to execute a
grant agreement, in substantially the attached form, and all other necessary documents,
in a form acceptable to the City Attorney, for said purpose. No match is required of the

Background of Item:
The City of Miami ("City") is responsible for public safety throughout the City, which
includes the Southeast Overtown/Park West Community Redevelopment Agency
("CRA") district. Pursuant to Section 163.370(2)(o), Florida Statutes, the CRA has the
power to develop and implement community policing innovations with the objective of
remedying slum and blighted areas and the causes thereof within the CRA district. The
City of Miami Police Department has an interest to continue the "Southeast
Overtown/Park West CRA Detail", an innovative service -oriented police unit, in a
problem solving team capacity, to establish and support working partnerships with the
Southeast Overtown/Park West CRA, the Neighborhood Enhancement Teams,
residents, business owners, and the homeless outreach programs. The City, by and
through its police department, will utilize the subject grant funds to administer the
Southeast Overtown/Park West CRA Detail and continue to provide enhanced
community police services through the allocation of six supplemental sworn officers,
consisting of one police sergeant and five police officers, assigned exclusively to the
CRA area, to address issues related to quality of life within the CRA area. The CRA
authorized the grant to be disbursed throughout the term of this agreement on a
reimbursement basis to the City upon presentation of invoices and satisfactory
documentation.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE ACCEPTANCE OF A GRANT FROM THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY, IN AN
AMOUNT NOT TO EXCEED $750,000.00, FOR THE REIMBURSEMENT OF COSTS
ASSOCIATED WITH ENHANCED POLICE SERVICES WITHIN THE SOUTHEAST
OVERTOWN/PARK WEST REDEVELOPMENT AREA; AUTHORIZING THE CITY
MANAGER TO EXECUTE A GRANT AGREEMENT, IN SUBSTANTIALLY THE
ATTACHED FORM, AND ALL OTHER NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") is responsible for public safety throughout the City,
which includes the Southeast Overtown/Park West Redevelopment Area ("Redevelopment
Area"); and
WHEREAS, pursuant to Section 163.370(2)(o), Florida Statutes, the Southeast
Overtown/Park West Community Redevelopment Agency ("CRA") has the power to develop and
implement community policing innovations with the objective of remedying slum and blight, and
the causes thereof, within the Redevelopment Area; and
WHEREAS, the Miami Police Department ("MPD") has an interest in continuing the
"Southeast Overtown/Park West CRA Detail", an innovative service -oriented police unit, in a
problem solving team capacity, to establish and support working partnerships with the CRA,
Neighborhood Enhancement Teams, residents, business owners, and homeless outreach
programs; and
WHEREAS, pursuant to CRA Resolution No. 17-0004, adopted on January 30, 2017,
the Board of Commissioners of the CRA approved the issuance of a grant in an amount not to
exceed $750,000.00 to the City for the provision of enhanced police services, supplemental to
general patrol, within the Redevelopment Area; and
WHEREAS, the City, by and through the MPD, will utilize the subject grant funds to
administer the "Southeast Overtown/Park West CRA Detail" and continue to provide enhanced
community police services through the allocation of six (6) supplemental sworn officers,
consisting of one (1) police sergeant and five (5) police officers, assigned exclusively to the
Redevelopment Area to address issues relating to quality of life within the Redevelopment Area;
and
WHEREAS, the CRA authorized the grant funds to be disbursed throughout the term of
this agreement on a reimbursement basis to the City upon presentation of invoices and
satisfactory documentation; and
WHEREAS, no matching funds are required from the City; and
WHEREAS, the City Commission wishes to accept said grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The acceptance of a grant from the Southeast Overtown/Park West
Redevelopment District Community Redevelopment Agency, in an amount not to exceed
$750,000.00, for the reimbursement of costs associated with enhanced police services within
the Redevelopment Area, is authorized.'
Section 3. The City Manager is authorized' to execute the grant agreement, in
substantially the attached form, and all other necessary documents, in a form acceptable to the
City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
APPROVED AS TO FORM AND CORRECTNESS:
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
