I am a homeowner in Silver Bluff and my property is located on the corner of SW 22 Terrace and 2lst Ave. I am in support of the ordinance that is listed as item PZ.10 on the agenda (AN ORDINANCE OF THE MIAMI CITY COMMISSION AMENDING ORDINANCE NO. 13114). however, I have some specific criteria recommendations for this ordinance: 1. The residential lot on SW 22 Terrace or the Avenues must occupy at least 80% as a single family residential unit 2. The garage should be lined with trees with a height of 25 ft. to cover the structure. 3. Article #4 of the new parking facilities amendment does not clarify coverage. This should be clear especially for corner lots and the part of the garage next to a residential property. 4. Provide a noise barrier — there should be no openings facing the residential property. 5. The allowed parking area must be only in the back of residential lot — 25ft wide strip at a maximum. Parking shall not cover the entire lot — the ratio should be 80/20. 6. 7. The rooftop shall not be used for parking under any circumstance. 8. This ordinance should not be easy to obtain, applicant should prove hardship regarding the parking need, and the reasons underground parking is not feasible. With regards to agenda item PZ.16-Non-Conforming Use — 2225 SW 18th Avenue, I strongly oppose this exception. This is a residential neighborhood and this non -conforming use exception would allow commercial traffic into our neighborhood. City Clerk With a little research, an argument with documented evidence that provides the legal rationale to disapprove PZ 16 (and PZ10) was provided at the January 26th, 2017 Miami City Commission public hearing. 3EBA Thank you for your diligent work, B • ra, to Find a solution to the parking, traffic, and noise problems in our neighborhood by accepting the challenge of seeking a creative consensus of planning beginning with the kernel of a novel idea proposed in PZ 10. You expressed in your public hearing presentation several criteria, that with some additional, original functional input and design, could lead to a future vision along the entire north side of SW 22nd Terrace that would be acceptable to all stakeholders, including those residents directly effected [from SW l3th to SW 27th Avenues], \-vhom you have proactively organized and sought council. I would caution you to assure that any parking allotted from current T3-R lots as expressed in your proposed conditions to amend, not be a replacement for minimum/maximum parking requirements currently established or futuristically required in Miami 21. The non -replacement clause should be a strict and clearly defined part of the ordinance. Mr. Randall Simpson, a professional realtor and homeowner also at today's meeting, who has nurtured our neighborhood through previous planning and zoning issues, should be a great asset in assembling creative minds and ideas to proffer a comprehensive design that does not physically and visually impact our neighborhood in a negative manner, but enhances our community for the benefit of all stakeholders. Perhaps, Mr. Lazarus, the applicant of PZ16, could become a good neighbor and provide a rendering(s) of whatever successfully evolves from the novel concept and conditions initiated by PZ10, wherein his properties, with an investment in productive and complying modification, could become a model to help solve the parking, traffic, noise, problems while physically and visually enhancing our Silver Bluff community. It is my recollection that the developers have accepted to comply with this request.
