Alfonso DATE • October 5, 2016 City Manager FROM Annie Perez, CPPO Director, Procurement SUBJECT rlLE Report of Evaluation Committee for RFP No. 603385 — Procurement Card Services REFERENCES ENCLOSURES; Recommendation: Based on the below findings. the Procurement Department (Procurement) hereby requests approval to negotiate with the highest ranked responsive and responsible proposer, JPMorgan Chase Bank, N.A. (JPMorgan), in accordance with Request for Proposals (RFP) No. 603385, Section 2.9, Evaluation/Selection Process and Contract Award. Background: On July 11, 2016, procurement issued RFP No 603385 under full and open competition, on behalf of the City of Miami 'City) to obtain pr000sa's from experienced and qualified financial institutions interested in oro'iiding procurement card services. Currently, the City accesses procurement card services through the Miami Parking Authority's Contract No. 07-06, which will expire, on March 31. 2017. Four (4) proposals tive e -eceived by the City's Office of the Clerk (Clerk) by the due date and time stipulated in the so;ici':at:on;Augas'. 15, 2018 @ 2 p.m.). The Clerk's Bid Security List is attached hereto. The four (4) prposais 'dentified in the Clerk's Bid Security List were reviewed by Procurement staff to ascertain compliance with the submission requirements of the solicitation. Summary of scores• The Evaluation Comrnitee (Committee) met on September 22, 2016, and completed the review and evaluation of the four (41 responsive proposals following the guidelines published in the solicitation. Alfonso, j Manager Report of Evaluation Committee for RFP No. 603385, Procurement Card Services Negotiations: The Committee recommends that the City enter into negotiations with the highest ranked responsive and responsible proposer, JPMorgan. Notwithstanding the foregoing, the Committee further recommends and requests approval, that in the event the City and JPMorgan are unable to reach an agreement, negotiations with JPMorgan will be terminated, and the City may begin negotiations with the next highest ranked responsive and responsible proposer, U.S. Bank National Association. This negotiation process will continue until an agreement, acceptable to the City, is reached. The following individuals will participate in the negotiations: Maria Carballeira, Procurement Administrator, COM Anthony Hansen, Senior Procurement Contracting Officer, COM Donald Bolden, Accounts Payable Supervisor, COM Fausto Alvarez, COM Finance Committee Member Consensus Statement: The Committee determined that the recommended proposer, which is also the incumbent provider, JPMorgan, has the required qualifications, experience, ratings, reporting capabilities and most robust rebate program to provide procurement card services that meet the needs of the City. Additionally, the financial institution has a proven track -record of administering procurement card services for large volume customers, both public and private, and has committed the necessary key personnel and customer support to ensure the City's seamless transition to the Master Card platform, as evidenced in their proposal submission.
