FILE : BACKGROUND The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing supports to its residents. On October 24, 2003, the Housing and Commercial Loan Committee ("HCLC") approved the allocation of $2,130,000 in HOME Program funds to Barcelona Condominiums, LLC ("BC") for construction of the project of seventy-two affordable homeownership units. The City was informed by Barcelona 1 Condominium Association, Inc. that only one meter connects this mixed -used building to the water main service, consequently, Miami -Dade Water and Sewer Department (WASD) is charging all customers the commercial rate, resulting in a significantly higher sum billed to individuals residing within the residential portions. This situation is creating a financial burden on the low- income residents. The building's condominium association have requested WASD that a separate water meter be installed in the building for the residential portions, however, the majority of its residents are low income families who are unable to afford the fees charged by WASD. As this organization is familiar with the needs of the community and requirements imposed by the City and currently performing the services needed by the City. It would therefore be advantageous to the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to this organization will allow them to afford the fees charged by WASD for the installation of separate meter for the residential portion. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinance, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four -fifths vote is respectfully requested.
