A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A FOUR -FIFTHS
(4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC HEARING,
RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S
FINDING THAT COMPETITIVE NEGOTIATION METHODS AND
PROCEDURES ARE NOT PRACTICABLE OR ADVANTAGEOUS, PURSUANT
TO SECTION 18-85(A) OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED; WAIVING THE REQUIREMENTS FOR SAID PROCEDURES;
AUTHORIZING THE ALLOCATION OF GRANT FUNDS FROM THE DISTRICT
4 SHARE OF THE CITY OF MIAMI'S ANTI -POVERTY INITIATIVE, IN AN
AMOUNT UP TO $50,000.00 TO THE LATIN CHAMBER OF COMMERCE OF
THE UNITED STATES ("CAMACOL"), FOR FINANCIAL ASSISTANCE TO
DISTRICT 4 BUSINESSES AND OTHER BUSINESSES NEGATIVELY
AFFECTED BY FLORIDA DEPARTMENT OF TRANSPORTATION FLAGLER
STREET CONSTRUCTION DURING THE DURATION OF SUCH
CONSTRUCTION; AUTHORIZING THE CITY MANAGER TO EXECUTE ANY
AND ALL DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, NECESSARY TO EFFECTUATE THE PROGRAM.

WHEREAS, the City Manager is requesting authority to allocate grant funds from the City of
Miami ("City") District 4 Anti -Poverty Initiative to Latin Chamber of Commerce of the United
States ("CAMACOL"), a Florida Not for Profit Corporation, in a total amount not to exceed
$50,000.00 for business assistance ("Program"); and
WHEREAS, the District 4 City Commissioner desires to assist businesses within District 4 of
the City; and
WHEREAS, additionally, some businesses just outside District 4 have been negatively
affected by Florida Department of Transportation ("FDOT") construction along Flagler Street
within the City; and
WHEREAS, the District 4 City Commissioner also desires to assist those negatively affected
businesses just outside of District 4 during the pendency of the FDOT construction; and
WHEREAS, the Program provides financial and technical support to businesses struggling
in the market; and
WHEREAS, CAMACOL is a knowledgeable of sustainable business practices and
assistance; and
WHEREAS, the City Manager has made a finding, attached and incorporated
as Attachment "A", that pursuant to Section 18-85(a) of the Code of the City of Miami, Florida,

as amended ("City Code"), competitive negotiation methods and procedures are not practicable
or advantageous to the City for obtaining said services, and has recommended to the City
Commission that the findings be adopted and that competitive bidding methods and procedures
be waived for the Program; and
WHEREAS, the City Manager is requesting authority from the City Commission to negotiate
and execute a grant agreement, in a form acceptable to the City Attorney, with CAMACOL for
said Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote, after an advertised public hearing, the
City Manager's finding, attached and incorporated as Attachment "A", that competitive
negotiation methods and procedures are not practicable or advantageous to the City pursuant to
Section 18-85(a) of the Code of the City of Miami, Florida, as amended, and waiving the
requirements for said procedures, is ratified, approved and confirmed.
Section 3. The City Manager is authorized' to allocate grant funds from the District 4 share
of the City's Anti -Poverty Initiative Program, in a total amount not to exceed $50,000.00, to the
CAMCACOL for services to be provided by CAMACOL.
Section 4. The City Manager is authorized to negotiate and to execute a grant agreement,
in a form acceptable to the City Attorney, with CAMACOL.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
