HomeMy WebLinkAboutR-17-0078City of Miami Resolution R-17-0078 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 1397 Final Action Date: 2/9/2017 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), APPROVING THE ISSUANCE OF THE REQUEST FOR PROPOSALS ("RFP") FOR THE LEASE AND DEVELOPMENT OF CITY -OWNED WATERFRONT PROPERTY FOR MARINAS/RESTAURANT/SHIP'S STORE USES LOCATED IN VIRGINIA KEY ("VIRGINIA KEY MARINA"); AUTHORIZING AND DIRECTING THE CITY MANAGER TO ISSUE THE VIRGINIA KEY MARINA RFP, IN SUBSTANTIALLY THE ATTACHED FORM, SUBJECT TO THE REVIEW AND APPROVAL OF THE CITY ATTORNEY. WHEREAS, the City of Miami ("City") owns the waterfront property known as Virginia Key Marina, including uplands and submerged land, located at 3301, 3605, 3501, 3311, and 3511 Rickenbacker Causeway, Miami, Florida ("Virginia Key Marina"); and WHEREAS, on June 15, 2015, the City issued Request for Proposals ("RFP") No. 12-14- 077 to solicit an integrated package for planning, design, construction, leasing, and management services to operate the Virginia Key Marina for marinas/restaurant/ship's store uses; and WHEREAS, RFP No. 12-14-077 was ultimately rejected by the City Commission, in part, to obtain input from the newly -established Virginia Key Advisory Board and to obtain a feasibility study and peer review to consider the potential of developing and operating the Virginia Key Marina as a municipal facility; and WHEREAS, the City obtained a feasibility study and peer review to consider the potential of developing and operating the Virginia Key Marina as a municipal facility; and WHEREAS, the feasibility study and subsequent peer review, which has been distributed to City officials, concluded that "the time, cost, and effort required would best be shouldered by a private partner rather than by the City" due to the high risk associated with the permitting of the submerged land portion of the marina as well as the significant capital investment associated therewith; and WHEREAS, the City's Department of Real Estate and Asset Management procured the services of an RFP consultant and prepared a new RFP for the development and lease of the Virginia Key Marina; and WHEREAS, the Virginia Key Advisory Board was presented with a revised draft of the RFP and provided input thereto on November 29, 2016, December 19, 2016, January 4, 2017 and January 24, 2017; and WHEREAS, the Waterfront Advisory Board was presented with a revised draft of the RFP and provided input thereto on December 13, 2016 and January 10, 2017; and City of Miami Page 1 of 2 File ID: 1397 (Revision: D) Printed On: 3/20/2025 File ID: 1397 Enactment Number: R-17-0078 WHEREAS, the Sea Level Rise Committee was presented with a revised draft of the RFP and provided input thereto on January 4, 2017; and WHEREAS, the RFP has been amended to include various requirements and other revisions as requested by the Virginia Key Advisory Board, Waterfront Advisory Board, Sea Level Rise Committee, and members of the public. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is hereby authorized' and directed to issue the attached RFP, in substantially the attached form. Section 3. This Resolution shall become effective immediately upon adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: -- "r( ez, City ttor 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
