Background of Item: The City of Miami ("City"), through feedback received from a Title VI public meeting held on April 20th, 2016, desires to modify the Little Havana trolley route to service the areas to the south along Southwest 16th Street between Southwest 27th Avenue and Southwest 37th Avenue, and to the west and east of Southwest 37th Avenue, deviating from Southwest 8th Street eastbound from Southwest 37th Avenue to Southwest 27th Avenue, thus increasing the current route alignment from 9.74 miles to 10.96 miles, with possible future modification to the operating hours and/or headways. In addition, there will be no increase in capital or operating costs as travel frequencies and speeds will be adjusted to accommodate the modification of the route utilizing the trolleys currently in circulation. WHEREAS, the City of Miami ("City") operates a municipal trolley system providing residents, visitors, and commuters with a mode of public transportation that improves mobility and enhances connectivity to existing local and regional transit facilities; and WHEREAS, the City's trolley system currently services ten (10) interconnected routes that include the Little Havana Trolley Route; and WHEREAS, the City, through feedback received from a public meeting held pursuant to Title VI of the Civil Rights Act of 1964 on April 20th, 2016, desires to modify the Little Havana Trolley Route to service Southwest 16th Street, between Southwest 37th Avenue and Southwest 27th Avenue, Miami, Florida, deviating from Southwest 8th Street eastbound, from Southwest 37th Avenue to Southwest 27th Avenue, Miami, Florida; and WHEREAS, the modification of the route will increase the current route alignment from 9.74 miles to 10.96 miles, allowing possible future modification to the operating hours and/or headways; and WHEREAS, the modification of the Little Havana Trolley Route will serve higher concentrations of the population south of Southwest 8th Street, and to the west and east of Southwest 37th Avenue, Miami, Florida, maintaining its connectivity with the City's Brickell and Coral Way Trolleys, and providing connection with the Coral Gables Trolley and several Miami - Dade Transit routes along the expanded route; and WHEREAS, the modification of the Little Havana route will not increase operational costs or capital costs, as travel frequencies and speeds will be adjusted to accommodate the modification of the route by utilizing the trolleys currently in circulation; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to take all steps necessary, including but not limited to, negotiating and executing an amendment to the City's current Interlocal Agreement with Miami -Dade County, in a form acceptable to the City Attorney, to allow for the modification of the existing Little Havana Trolley Route, to provide service to Southwest 16th Street between Southwest 37th Avenue and Southwest 27th Avenue, Miami, Florida, deviating from Southwest 8th Street eastbound, from Southwest 37th Avenue to Southwest 27th Avenue, Miami, Florida, thus increasing the current route alignment from 9.74 miles to 10.96 miles, with possible future modification to the operating hours and/or headways. Section 3. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
