A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO ACCEPT A REIMBURSEMENT GRANT AWARD FROM THE
SOUTH FLORIDA WORKFORCE INVESTMENT BOARD D/B/A CAREER
SOURCE SOUTH FLORIDA ("SFWIB") IN A TOTAL AMOUNT NOT TO
EXCEED $350,000.00 ("GRANT") TO CARRY OUT THE CAREER SOURCE
SOUTH FLORIDA EMPLOY MIAMI-DADE INITIATIVE FROM NOVEMBER 1,
2016 THROUGH JUNE 30, 2017 ("INITIATIVE"); ESTABLISHING A NEW
SPECIAL REVENUE PROJECT ENTITLED "CSSF EMPLOY MIAMI-DADE
2017" TO ACCEPT AND APPROPRIATE THE GRANT IN AN AMOUNT NOT
TO EXCEED $350,000.00; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE A COST REIMBURSEMENT GRANT
AGREEMENT ("AGREEMENT"), IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, AND ANY OTHER NECESSARY DOCUMENTS, AMENDMENTS
AND MODIFICATIONS TO SAID AGREEMENT, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE AND
ADMINISTRATION OF SAID GRANT.
WHEREAS, South Florida Workforce Investment Board d/b/a Career Source South
Florida, a governmental agency and instrumentality of Miami -Dade and Monroe Counties
("SFWIB"), has previously provided funding to the City of Miami's ("City") Career Center
("Center"), which provides an integrated menu of workforce and training services to job seekers
including core/staff assisted services, intensive services to unemployed workers, and training
services to eligible individuals with the goal of job placement; and
WHEREAS, the Center also provides services to business clients and local companies
such as conducting specialized recruitment events, listing job openings in the State of Florida's
system, providing information regarding on-the-job and paid -work experience programs,
assisting in downsizing situations, and matching job seekers to employers' needs; and
WHEREAS, SFWIB implemented the Employ Miami -Dade Initiative ("Initiative") to
reduce joblessness by providing the skills and training necessary to local talent in the fields and
areas of high employment growth in Miami -Dade County; and
WHEREAS, on October 24, 2016, SFWIB notified the City that the City had been
awarded funds in an amount not to exceed $150,000.00 to fund up to four (4) staff positions to
carry out the Initiative and $200,000.00 for expenses related to participant training, for a total
award of $350,000.00 ("Grant"); and
WHEREAS, the City Manager is requesting authorization to accept and appropriate the
Grant, and negotiate and execute a cost reimbursable grant agreement ("Agreement"), in a form
acceptable to the City Attorney, and any other necessary documents, amendments and
modifications to said Agreement, in a form acceptable to the City Attorney, in order to implement

the acceptance and administration of said Grant for the period commencing November 1, 2016
through June 30, 2017;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA;
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept the Grant from SFWIB, in a total
amount not to exceed $350,000.00, to carry out the Initiative.
Section 3. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: CSSF Employ Miami -Dade Initiative 2017
RESOURCES: South Florida Workforce Investment Board $350,000.00
APPROPRIATIONS: Program Related Costs
Training Related Expenses
$150,000.00
$200,000.00
Section 4. The City Manager is further authorized' to negotiate and execute an
Agreement, in a form acceptable to the City Attorney, and any other necessary documents,
amendments and modifications to said Agreement, in a form acceptable to the City Attorney, in
order to implement the acceptance and administration of said Grant for the period commencing
November 1, 2016 through June 30, 2017.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
