Background of Item: The Department of General Services Administration (GSA) has decommissioned thirteen (13) Ford Crown Victoria Police Interceptors, ranging from 2007 to 2008. Said vehicles have been declared as surplus by the City's Chief Procurement Officer. The City of Sweetwater's Police Department currently has a fleet of police vehicles that are over 15 years old and are not in any condition to provide professional law enforcement services. They are in a current state of financial emergency and are in dire need of replacing their current fleet with said donated vehicles. By donating said vehicles, the City will assist in crime prevention not only in the City of Sweetwater, but will assist in suppressing criminal elements in Miami -Dade County in general, which includes the City of Miami. WHEREAS, the City of Miami ("City") Department of General Services Administration decommissioned thirteen (13) Ford Crown Victoria Police Interceptors, ranging in model year from 2007 to 2008, as described in Attachment "A," attached and incorporated; and WHEREAS, the City's Chief Procurement Officer has declared the surplus vehicles as Category "A" stock; and WHEREAS, pursuant to Section 18-82(a) of the Code of the City of Miami, Florida, as amended ("City Code"), surplus declared as Category "A" stock shall be available for disposition as the City's contribution or the City's commitment in support of a particular public purpose, which may include community, civic, or social service programs as may be authorized by the City Commission; and WHEREAS, the City of Sweetwater ("Sweetwater") is a neighboring municipality in Miami -Dade County, Florida, serving its residents; and WHEREAS, Sweetwater has its own Police Department; however, some of its vehicles are over fifteen (15) years old and are not in any condition to provide professional law enforcement services; and WHEREAS, Sweetwater is in a current state of financial emergency and is in dire need of replacing its current fleet with said donated vehicles; and WHEREAS, by donating said vehicles, the City will assist in crime prevention not only in Sweetwater, but also by suppressing criminal elements in Miami -Dade County in general, which includes the City; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Pursuant to Section 18-82(a) of the City Code, thirteen (13) Ford Crown Victoria Police Interceptors, ranging in model year from 2007 to 2008, as described in Attachment "A," attached and incorporated, are classified as Category "A" surplus stock. Section 3. The thirteen (13) Ford Crown Victoria Police Interceptors are hereby donated to Sweetwater upon the execution of the appropriate release documents. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by City Commission.
