Crashes involving pedestrians and bicyclists are more likely to result in fatal or serious injuries than any
other types of crashes, and the financial impacts and suffering caused by these crashes are significant. As
a result, the Florida Department of Transportation (FDOT) is looking to supplement ongoing educational
campaigns with high visibility enforcement operations in the most needed locations. FDOT now has
funding available for law enforcement agencies to conduct High Visibilit FEnforcement operations for
pedestrian and bicyclist safety.
High visibility enforcement funds are intended as a crash mitigation tool. These enforcement activities are
designed to target unsafe behaviors of all road users, including motorists, pedestrians, and bicyclists.
Under no circumstances should specific demographics be singled out or targeted.
The funds may only be used for officer overtime hours spent conducting on -street enforcement operations
for the period of July 2015 through May 2016. The funding is not to be used for any of the following:
production or printing of materials, training or administration, public or school outreach events, or to
duplicate efforts already funded from another source such as an FDOT safety grant. To be eligible for
these funds, law enforcement agencies must be Iocated in one of the top 15 Florida counties with the
greatest number of pedestrian and bicyclist fatalities: Miami -Dade, Broward, Palm Beach, Hillsborough,
Orange, Pinellas, Duval, Polk, Volusia, Pasco, Lee, Escambia, Brevard, Marion, or Sarasota.
Minimum participation requirements are outlined below. Additional details and guidance will be
provided upon receipt of a completed program application.
• Complete the required training (see more details below).
• Conduct repeated overtime enforcement operations following an education, warning, and citation
enforcement progression, specifically targeting locations and issues identified by crash data.
• Distribute the provided Alert Today, Alive Tomorrow campaign educational materials as a
routine component of all enforcement contacts with the public.
• Submit regular invoices and progress reports including documentation of each completed
enforcement operation by location. The program will be administered by a contract with the
University of South Florida's CenterforUrban Transportation -Research, and -the regular
documentation and evaluation is a primary component of this program—
• Create and distribute at least two press releases during the course of the contract. The first will
announce the initiation of targeted enforcement activities, and the second will announce the
change from warnings to citations. Additional press releases and media involvement are highly
recommended.
Prior to beginning operations, your agency will be required to submit a signed and dated list of personnel
authorized to perform overtime details on the contract. The letter shall include a certificate of completion
of each required training for each officer and a fully-Ioaded hourly overtime rate range (including
benefits) for each. Only hours from officers listed, and between the rates shown on the authorized
personnel list, wi]I be eligible for reimbursement. The authorized personnel list may be updated to add
officers after the contract is completed, but no hours may be charged for any individual officer until after
the updated personnel list has been signed and dated showing their billing rate and verifying training has
been completed.
The following required training materials were created by the National Highway Traffic Safety
Administration (NHTSA). Training is available through the National Law Enforcement Academy
Resource Network (NLEARN), which can be accessed for free at the following website:
http://www.iadlest.org. Further details on how to access the training will be provided upon receipt of the
agency's application. Time for completion of these training requirements shall be in -kind.

If your agency is interested in conducting high visibility enforcement for pedestrian and bicyclist safety in
your community, please submit an application with the details specified below outlining your proposed
enforcement program. Applications will be accepted until funds are exhausted. Applications received by,

Provide a table outlining the following information for each of the proposed enforcement locations:
• the specific intersection and start/end points if a linear corridor is to be targeted
• the number of crashes/injuries/fatalities for 2013 (and 2014, if available) for that location
• an overview of the crash types and behavior issues identified from the data for that location
• the specific enforcement strategies proposed to address the issues at that location
