General Narrative: Please explain how the bins would be used and how they would
improve recycling opportunities if you received a grant. Indicate the locations where the
bins will be placed. (ex: next to picnic benches)
Recycling bins will be utilized city-wide within City of Miami Public Parks, in other places
throughout the City such as athletic facilities, campgrounds, schools, pedestrian walkways and
main streets. The bins will be strategically placed near garbage cans, concession stands,
bleachers, along the track and field exits and picnic tables. The intention of this project is for
park goers to make conscious decisions about how they dispose of their waste. This will foster

environmental stewardship and initiate the necessary environmental cultural shift in Miami
towards sustainability.
Miami is a high density City with over 441,000 residents. Parks are frequently visited by
residents and most locations hold after school programs. This youth will be exposed to the
recycling bins as well as best practices for their utilization. The expansion of the recycling bin
program in the City of Miami will expand and scale our Keep Miami Beautiful campaign, which
is a municipal maintenance program geared at more effectively addressing general issues of
street litter, illegal dumping, and maintenance of sidewalks and alley ways. The program sustains
City efforts in reducing waste, increasing recycling, protecting natural areas of our
neighborhoods and community beautification through a cleaner environment.
Furthermore, Miami's reputation as a tourist city with unique sights and landmarks, draws large
crowds. Visitors can be seen in masses throughout the day in all parts of the city. Providing
recycling bins along heavily populated pedestrian walkways will ensure the continued health of
the city by encouraging tourists to enjoy the Miami community in an environmentally
responsible matter.

Explain how these bins will be managed over the long term to keep them in working order,
replace peeling decals, etc.
The City of Miami Department of Solid Waste currently has approximately 950 garbage
receptacles strategically placed around the city. These receptacles are serviced on a nightly basis
and are continuously inspected for damages and graffiti at the time of service. Recycling bins
placed alongside these garbage receptacles will be serviced in the same manner. Through visual
inspections, any damages or peeling decals will be replaced by the City's Department of Solid
Waste.
Has the proposed use of recycling bins been reviewed and approved by facilities or other
necessary administrative personnel? Please explain
City of Miami Solid Waste Department, facilities and necessary administrative personnel have
reviewed and approved the proposed use of recycling bins.

considerations are anticipated to delay the bins being put into use by April 2017.
What assistance/education will you provide to those receiving and/or using the bins?
The City of Miami Solid Waste Department has expertise in continually providing educational
and outreach programming for recycling efforts. The City's Recycling Coordinator continually
visits schools, churches, camps, parks, after school programs and community events to give
presentations about:

• Recycling and its importance in our community
• The process that recycled materials go through
• Keep Miami Beautiful campaign
• The responsibility that people have to recycle and avoid littering
With these presentations, the Recycling Coordinator utilizes marketing materials made from
recycled materials. The City's Department of Solid Waste is creative in its approach to reach
individuals as they use a recycling mascot to increase community engagement. Recently, the
Department began an internship program where youth from local high schools engage in
outreach activities to increase community participation and support for the City's recycling
program. Additionally, the Solid Waste Department has extensive experience in social media
outreach to educate the community on topics such as the proper use of recycle bins.

Please explain how the daily and annual numbers were determined. Are these based on
official data, educated guess, etc.
The City of Miami Parks and Recreation Department collected data on the average number of
individuals that use public parks city-wide on a daily and annual basis. In addition to the daily
tourist and resident traffic in the City's parks, the City of Miami is host to many large scale
events such as concerts, marathons, festivals and sporting events. All of these events attract
thousands of individuals, and annually, the estimated number of individuals from these
additional events can reach well into the millions.
Grant recipients are required to track and report after one year the quantity of recyclables
collected with the bins. (Select all that apply)
r We are able to isolate recyclables from the awarded bins separate from other existing
recycling bins
r
We are able to weigh isolated recyclables
We are able to track the volume of recyclables to estimate their weight
• We do not have a clear plan to track recyclables separately, but are confident we can develop
a system
✓ It would be difficult, but we can loosely estimate based on frequency of collection
• We have no way to track recyclables separately. Would be very difficult to do.
Please explain in general terms how you intend to track the quantity of recyclables
collected using granted bins. Note: preference is given for detailed, well thought out plans
to track weights.
Waste collectors and Parks maintenance staff will service all recycling bins and place recovered
materials for collection by a waste hauler. Data for recyclables collected from parks and
pedestrian walkways throughout the City will be directly reported to the Department of Solid
Waste. The City of Miami Department of Solid Waste franchisee agreement requires that waste
haulers report recycling data on a quarterly basis. Data collected will be analyzed by the
Department of Solid Waste and will be used to improve outreach efforts.
