The Procurement Department ("Procurement"} issued Request for Qualifications ("RFQ") No. '14-15-
018 on December 15, 2015, for the provision of Architectural and Engineering (A&E) Consultant
Services for the r'Mliarni Marine Stadium Restoration Prajeot ("Project") for the Capital Improvements
and Transportation Program ('`CITP"). Procurement received three (3) responses to the RFQ on the
closing date, ,.;a.nuary 21, 2016.
Ali proposals were deemed responsive, having met the minimum submission requirements identified
in Section 4,1, Submission Requirement:.: of the RFD. On April 28, 2016„ the Evaluation Committee
("Committee") met and completed the evaluation of the three (3) responsive and responsible
proposals follcrrving the gi;idelines in the solicitation. The proposals were evaluated in accordance with
the six (6) evaluation criteria listed below:

Proposers who met the Community Business Enterprise ("CBE') participation requirements were
granted five (5) Bonus Points, in accordance with City Procurement Code 18-87, as amended.

The Committee decided not to hold oral presentations, as the proposals did not require further
clarification. The composite and individual Committee member score sheets are attached as
supporting documentation.
Consensus Statement
The highest ranked firm, F;J. Heisenbottle Architects, P.A. (Heisenbottle) received a total of 522
points out of a maximum total of 525 points. ?lie Committee determined that Heisenbottle has
assembled a team of design professionals uniquely qualified to comprehensively perform the required
A&E services needed for planning, designing, and managing the construction of the specialty design
work required to restore the Miami Marine Stadium to its original condition, for public use
The Committee discussed the structure of He senbottte's proposed team, highlighting their expertise
in design and historical restoration services, specifically on notable structures in and around South
Florida, such as the Olympia Theater (formally known as the Gusimn Center), Vizcaya Museum &
Gardens and the Trinity Episcopal Cathedral, In addition, Heisenbottle's team includes the architect
responsible for the original design of the Miami Marine Stadium when the structure was built in 1963.
The Committee members unanimously agreed that Heisenbottle's team has the most historical
restoration experience and presented a proposal specifically suited to meet the unique needs of this
iconic Project.
Recommendation
The -Committee hereby requests approval for Procurement, in collaboration with CITP, to commence
negotiations with the highest ranked firm, RJ. Heisenbottie Architects, P,A, for the provision of
Architectural and Engineering Services for the Miami Marine Stadium Restoration. Should
negotiations fail, the Committee hereby requests that negotiations commence with the second and
third ranked firers, respectively, until a Professional Services Agreement is successfully negotiated
and subsequently awarded.
