Purpose of Item:
It is respectfully recommended that the Honorable Mayor and the City Commission
adopt the attached resolution to accept the 2015-16 Miami Homeless Assistance
Program (MHAP) Main grant in the amount of $255,853.00 per twelve months from
contract execution between The United States Department of Housing and Urban
Development (HUD), through the Miami Dade County Homeless Trust and the City of
Miami Homeless Assistance Program to provide outreach, information, referral,
assessment and placement services to homeless individuals in the City of Miami.
Background of Item:
On December 2015, The Miami Dade County Homeless Trust funded through HUD's
McKinney Homeless Assistance Act, renewed this contract with the City of Miami
Homeless Assistance Program for the provision of outreach, assessment and
placements of homeless individuals and families in City of Miami. Miami is the epicenter
of homelessness in Miami -Dade County in part because of the concentration of the
knowledge amongst homeless individuals of the excellence of MHAP's services in
housing placement and supportive service provision. This contract requires a match of
no less than 25% which is provided by the 2016 Memoranda of Agreement Grant on the
amount of $81,705.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A SPECIAL REVENUE PROJECT ENTITLED "2015-16 MIAMI
HOMELESS ASSISTANCE PROGRAM (MAIN)" AND ACCEPTING AND
APPROPRIATING FUNDS, IN AN AMOUNT NOT TO EXCEED $255,853.00,
CONSISTING OF A GRANT FROM THE UNITED STATES DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT, THROUGH THE MIAMI-DADE COUNTY
HOMELESS TRUST ("TRUST"), FOR A TWELVE (12) MONTH PERIOD, TO PROVIDE
OUTREACH, INFORMATION, REFERRAL, ASSESSMENT AND PLACEMENT
SERVICES TO HOMELESS INDIVIDUALS AND FAMILIES IN THE CITY OF MIAMI
("CITY"); ALLOCATING CITY REQUIRED MATCHING FUNDS IN AN AMOUNT NOT
TO EXCEED $81,705.00, FROM THE MEMORANDUM OF AGREEMENT GRANT
ACCOUNT NO. 14800.910501.512000.0000.000000; FURTHER AUTHORIZING THE
CITY MANAGER TO EXECUTE AN AGREEMENT, IN SUBSTANTIALLY THE
ATTACHED FORM, IN ORDER TO IMPLEMENT THE ACCEPTANCE OF THE GRANT
AWARD, WITH THE OPTION TO RENEW FOR TWO (2) ADDITIONAL TWELVE (12)
MONTH PERIODS, SUBJECT TO THE TRUST'S FUTURE ALLOCATION AND THE
CITY'S APPROPRIATION OF FUNDS.
WHEREAS, in December 2015, the United States Department of Housing and Urban
Development ("HUD"), through the Miami -Dade County Homeless Trust ("Trust"), awarded the
Miami Homeless Assistance Program ("Program") a grant award in the amount of $255,853.00
("Grant") to provide outreach, assessment and placement of homeless individuals and families
in the City of Miami ("City"); and
WHEREAS, the Program has been awarded the same contract for seven (7)
consecutive years and this Resolution, requesting multiyear renewals of said award, will
expedite grant execution since the Trust's fiscal cycle differs from the City's fiscal year; and
WHEREAS, the City's required matching funds in the amount of $81,705.00 has been
identified from the "City of Miami 2016 Memorandum of Agreement Grant" Account No.
14800.910501.512000.0000.000000; and
WHEREAS, it is appropriate for the City Manager to accept said grant award, to
establish a new special revenue project for the appropriation of said grant award and to execute
an agreement, in substantially the attached form, for the implementation of said grant award;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: "2015-16 Miami Homeless Assistance Program (Main)"
RESOURCES: HUD through Miami -Dade County Homeless Trust $255,853.00
City of Miami 2016 Memorandum of Agreement Grant $81,705.00

information, referral, assessment and placement services to
homeless individuals
Section 3. The City Manager is authorized' to execute an agreement, in substantially the
attached form, in order to implement the acceptance of said grant award, with the option to
renew for two (2) additional twelve (12) month periods, subject to the Trust's future allocation
and the City's appropriation of funds.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
