Purpose of Item: It is respectfully recommended that the Honorable Mayor and the City Commission adopt the attached resolution to accept the 2015-16 Miami Homeless Assistance Program (MHAP) Main grant in the amount of $255,853.00 per twelve months from contract execution between The United States Department of Housing and Urban Development (HUD), through the Miami Dade County Homeless Trust and the City of Miami Homeless Assistance Program to provide outreach, information, referral, assessment and placement services to homeless individuals in the City of Miami. Background of Item: On December 2015, The Miami Dade County Homeless Trust funded through HUD's McKinney Homeless Assistance Act, renewed this contract with the City of Miami Homeless Assistance Program for the provision of outreach, assessment and placements of homeless individuals and families in City of Miami. Miami is the epicenter of homelessness in Miami -Dade County in part because of the concentration of the knowledge amongst homeless individuals of the excellence of MHAP's services in housing placement and supportive service provision. This contract requires a match of no less than 25% which is provided by the 2016 Memoranda of Agreement Grant on the amount of $81,705. WHEREAS, in December 2015, the United States Department of Housing and Urban Development ("HUD"), through the Miami -Dade County Homeless Trust ("Trust"), awarded the Miami Homeless Assistance Program ("Program") a grant award in the amount of $255,853.00 ("Grant") to provide outreach, assessment and placement of homeless individuals and families in the City of Miami ("City"); and WHEREAS, the Program has been awarded the same contract for seven (7) consecutive years and this Resolution, requesting multiyear renewals of said award, will expedite grant execution since the Trust's fiscal cycle differs from the City's fiscal year; and WHEREAS, the City's required matching funds in the amount of $81,705.00 has been identified from the "City of Miami 2016 Memorandum of Agreement Grant" Account No. 14800.910501.512000.0000.000000; and WHEREAS, it is appropriate for the City Manager to accept said grant award, to establish a new special revenue project for the appropriation of said grant award and to execute an agreement, in substantially the attached form, for the implementation of said grant award; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2.
