Gentrification
• West Grove is the victim of gentrification, and the only
unexplored and unpopular remedy for relief is, eminent domain,
as in the fifth amendment of the constitution of these United
States simply means the right of a government, municipality, or
its agent to expropriate private property for public use, with
payment of compensation, and in this case, would be market
value.
• In our situation, it is the planning and zoning department
operating, either, independently, for lobbyist, or following the
directives of our elected officials, so you choose. However,
eminent domain is a Constitutional unexplored remedy. The
west Grove community needs housing accessible for low to
moderate income households.
• It is suggested by the residents I communicate with that a letter
of intent be drafted, approved by the commission and the
Mayor, giving notice to property owners in this community who
have not maintained their properties on Grand avenue, vacant
lots and bank owned property, the intention of our legislative
body.
This west Grove community more than meet the criteria for
establishing a
CRA- Definition
The original statute governing CRAs is entitled the "Community
Redevelopment Act of 1969" The definitions, guidelines and
requirements therein have not been substantially changed since their
inception.

The United States Congress further finds and declares that the future
welfare of the Nation and the well-being of its citizens depend on the
establishment and maintenance of viable urban communities as
social, economic, and political entities, and require systematic and
sustained action by Federal, State, and local governments to eliminate
blight, to conserve and renew older urban areas, to improve the living
environment of low- and moderate -income families, and to develop
new centers of population growth and economic activity;
• Enacting the law of the constitution we can rebuild the Bahamian
African American community in West Grove. All Grand Avenue
residential real estate, property owned by banks, vacant properties
other than inheritance real estate, shall be included in the eminent
domain process to be acquired at market value, per the Miami -
Dade County tax roll.
• Building homes for home ownership, keeping with the Bahamian
architecture that reflects the history, Culture, and foundation of this
West Grove Bahamian African American community.
• All properties on Grand Avenue which have remained
undeveloped more than 5 years and property that has been vacant
or deemed uninhabitable because of owner neglect shall be
targeted or included in the (eminent domain) process.
• There was a attempt to slumlord the buildings at 3696 &3698
William Ave.
• Someone should be held accountable for the actions of the
Planning and zoning department, because our communities African
American, Hattian, Cuban, South Grove, are all being dismantled
for profit, or as policy

• Protection of, and preservation residential properties from being,
up scaled, up zoned, or rezoning is essential to the preservation of
this community. Erecting a wall in the rear of properties located on
North side of Washington Avenue from the 3700 block to Esther
Armbrister Park will provide a barrier of noise protection from
traffic on Grand Avenue and protect the residential properties from
becoming Grand avenue real estate.
• An additional request on behalf of this community which has been
divided into four quadrants., north, south, east, and westgrove, that
there be a resolution, whereas a Community Redevelopment
Review Panel (CRRP), there shall be three representatives from
each quadrant chosen by the people, 12 in all, who has residency in
this community for at least 15 years, willing to volunteer their time
and efforts, to be overseers of any proposed development in our
community before ground breaking or approval by the planning
and zoning Department.
Personal notes
• A resolution to honor the efforts of the late Art Teel for his efforts
to preserve an African American presence in over town and
throughout his district, that north west 2nd Ave from northwest 2nd
street to northwest 81St street be named Art Teel Blvd.
Lastly
• America voted Donald Trump to be the 45t" President of the
United States by the same people who normally turn out to vote.
LET'S MOVE ON, AMERICA.
• If the City of Miami is unwilling to enforce the constitutional
Rights of the residents in this community, and we need Federal
intervention, the City of Miami needs to inform us of their
intent, so we can to; MOVE ON.
