A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
ADMINISTRATION TO IDENTIFY PROPERTIES IN THE WEST GROVE AREA THAT
MAY BE USED FOR THE DEVELOPMENT OF AFFORDABLE HOUSING; FURTHER
DIRECTING THE CITY MANAGER TO STUDY A POTENTIAL TAX FREEZE ON
QUALIFYING LONG-TERM HOMEOWNERS OF THE WEST GROVE.
WHEREAS, the increasing cost of land, housing, and taxes is pricing out long-term
residents of the West Grove; and
WHEREAS, the City Commission desires to find opportunities to increase availability for
affordable housing to current City of Miami ("City") residents; and
WHEREAS, in order to increase the inventory of affordable housing, underutilized City -
owned properties may be used for the development of affordable housing or low cost land may
be identified by the City for such development; and
WHEREAS, a tax freeze may prevent long-term homeowners experiencing increases in
tax assessments due to the rise of housing costs in the surrounding area from being displaced;
and
WHEREAS, the City Commission desires to have the City Administration explore such
possible avenues for housing relief;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is directed to identify properties in the West Grove area
that may be used for the development of affordable housing.
Section 3. The City Manager is further directed to study a potential tax freeze on
qualifying long-term homeowners of the West Grove.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.
1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
