Our package, represents our local experience and working knowledge with the City of Miami, specifically at other contaminated City parks. THE STRONGEST INTEGRATED LOCAL TEAM WITH A LOCAL WORKFORCE The CEI team is comprised of our in-house construction crews, environmental professionals and highly qualified subcontractors dedicated to providing best value to the City for the environmental remediation and upgrading of Curtis Park. Our team is comprised of all local workers and professionals who live and work here in Miami -Dade and Broward Counties. We have a dedicated in-house team with significant environmental remediation knowledge and experience, as well as subcontractors representing the local workforce with extensive experience in the Miami area. Our Program Manager, Gabino Cuevas, PE, LEED AP, has worked directly with City of Miami environmentally -related projects for well over a decade. 1-le is also a Principal with CEI and a life-long resident of the City of Miami (MiMo District). He will be supported by a group of key team members with expertise in the disciplines required to successfully implement this program. At the forefront of our Project Team is Mr, Amanuel Worku, PE who has also worked alongside Mr. Cuevas in achieving the City's mission with its environmental projects. He is the Project Manager of the Douglas Park Improvements Project where construction is currently underway, within the approved schedule and budget. The synergy of the CEI team is based on the fusion of our core competencies. Our team has an. established history of working together, either directly or through long-standing professional relationships among principals and key employees. As our primary subcontractor, Homestead Concrete & Drainage is a Miami -Dade County CBE firm meeting the City's small business participation goal of 15%. Additionally, this team's combined contractor experience in the City of Miami and Miami -Dade County is formidable and evidenced in the Questionnaire section of this package. We are known within the industry and the community for our adherence to high ethical standards and compliance with all regulatory rules and regulations. We are very familiar with the design and implementation of Health and Safety Plans that incorporate "Hot", "Warm", and "Cold" Zones to decontaminate personnel and heavy construction equipment to prevent the spread of contaminants beyond the exclusion zone. THE PROOF IS IN THE PROJECTS We pride ourselves in the accomplishments and expertise we have obtained by working locally in the City of Miami and Miarni-Dade County. CEI has assisted the City of Miami under previous environmental services contracts, including storm water sampling and Environmental Training classes being offered through the City of Miami under Environmental Protection Agency (EPA) grants. CEI was instrumental in assisting the City of Miami with writing and obtaining the EPA grants. After the EPA grants were awarded, CEI developed and taught the comprehensive environmental and safety curriculum courses. CEI also remediated approximately 4 sites under the auspices of the Liberty City Economic Revitalization Trust (Liberty City Trust). This included obtaining almost $500,000 of state funding under the Pre -Approved Advanced Cleanup (PAC) Program of the Florida Preapproval Program for petroleum contaminated sites. COMMUNICATION IS KEY CEI has strong established professional relationships with key City employees that have been developed and nurtured over 15 years. Our ability to interface effectively with the City and the Miami - Dade County environmental regulators is evidenced by our successful completion of many strategically important City and County projects. Our experience working on complex environmental remediation projects and our knowledge of the specialty environmental issues pertaining to construction at a contaminated site gives us the unique ability to communicate effectively and pro- actively with City and County staff to create Best Value solutions in the best interest of the City of Miami. City officials said Wednesday they expect the park, 2795 SW 37th Ave., will reopen to the public in December. Douglas Park, on 10 acres near Coral Gables, is one of seven parks closed since September 2013, when soil tests showed high levels of metals such as arsenic, lead, iron and copper. The contamination has been linked to an old incinerator known as Old Smokey, west of Coconut Grove. Some of the parks were built over old landfills for materials left over from incinerators. "'The closing of this park sparked the largest number of reactions by residents. I got a lot of calls and complaints, people came to my office to ask when the park was going to reopen," Miami Mayor Tomas Regalado said after a ceremony at Douglas Park to announce the decontamination project. Beyond its recreational activities, the park served as a voting center for nearly 20 years. Its community center also served as a meeting place for many neighborhood organizations, Regalado added. The city tested the soil in 112 parks and closed the seven, partially or totally, in order to decontaminate them. Miami will spend a total of about Sil million to clean them, with the funds coming from the general budget, taxes on new construction and an environmental bond issue. Four of the parks have already been cleaned up and a fifth is undergoing work, said Jeovanny Rodriguez, director of the city's Capital Improvements and Transportation Department. Concerns about the presence of toxins and contaminants in the parks started in 2011, when the city found contaminated soils in a fire department training facility built over the old Coconut Grove incinerator. County regulators ordered the city to determine the cause of the contamination and eliminate it, but Miami officials took two years to write a report that showed high levels of arsenic and other metals. The results were not made public until a group of University of Miami students discovered the report. Under the watchful eyes of UM, county regulators and residents, the city then began to test the soils within a one -mile radius of the old incinerator. "Residents should be proud, because they fought a lot to improve this park," Miami Commissioner Francis Suarez said Wednesday.
