Subject: Accept Bid - Citywide Canal Cleaning Contract
Purpose of Item:
A Resolution awarding a contract for the project entitled "Citywide Canal Cleaning
Contract, M-0111;" to Texas Aquatic Harvesting Inc., for a two (2) year period in an
amount of $ 1,653,792.00 subject to availability of funding, allocating said funds from
Storm Water Account 00001.208000.534000.0000.00000, or other funding sources,
further authorizing three (3) additional one (1) year options to renew in an amount of $
826,896.00 subject to the availability of funding and contractor's performance.
Background of Item:
On April 21, 2016, the Office of the City Clerk received formal bid #15-16-019 for the
project entitled "Citywide Canal Cleaning Contract, M-0111;" A total of four (4)
prospective bidders picked up specifications and two (2) contractors submitted bids.
One (1) bid was deemed non -responsible for not meeting the bid requirement for the
number of projects similar in size, scope and work. The next bidder Texas Aquatic
Harvesting Inc., is recommended for award.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING THE BID RECEIVED APRIL 7, 2016, PURSUANT TO INVITATION FOR
BIDS NO. 15-16-019 FROM TEXAS AQUATIC HARVESTING, INC., THE SOLE
REMAINING RESPONSIVE AND RESPONSIBLE BIDDER, FOR THE PROJECT
ENTITLED "CITYWIDE CANAL CLEANING CONTRACT, M-0111", FOR AN INITIAL
TERM OF TWO (2) YEARS, IN AN AMOUNT NOT TO EXCEED $1,653,792.00, WITH
THREE (3) ONE (1) YEAR OPTIONS TO RENEW, IN AN AMOUNT NOT TO EXCEED
$826,896.00 PER YEAR, WITH FUNDS ALLOCATED FROM THE STORM WATER
ACCOUNT AND OTHER FUNDING SOURCES; AUTHORIZING THE CITY MANAGER
TO EXECUTE A CONTRACT, IN SUBSTANTIALLY THE ATTACHED FORM, FOR
SAID PURPOSE; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE
SAID OPTIONS TO RENEW, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
SUBJECT TO THE CONTRACTOR'S PERFORMANCE, THE AVAILABILITY OF
FUNDS AND BUDGETARY APPROVAL AT THE TIME OF NEED.
WHEREAS, two (2) contractors submitted bids in response to Invitation for Bids ("IFB")
No. 15-16-019, of which one (1) contractor did not meet the requirement for the number of
projects similar in size, scope and work and was deemed non -responsive and non -responsible;
and
WHEREAS, Texas Aquatic Harvesting, Inc., the sole remaining responsive and
responsible bidder, is recommended for award;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The bid received April 7, 2016, pursuant to IFB No. 15-16-019, from Texas
Aquatic Harvesting, Inc., the sole remaining responsive and responsible bidder, for the project
entitled "Citywide Canal Cleaning Contract, M-0111", is accepted.
Section 2. The initial term of the contract shall be for two (2) years, in an amount not to
exceed $1,653,792.00, with three (3) additional one (1) year options to renew, in an amount not
to exceed $826,896.00 per year, with funds allocated from the storm water account and other
funding sources.
Section 3. The City Manager is authorized' to execute a Contract, in substantially the
attached form, for said purpose.
Section 4. The City Manager is further authorized' to execute said options to renew, in a
form acceptable to the City Attorney, subject to the contractor's performance, availability of

funds and budgetary approval at the time of need.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
