NOTICE OF PUBLIC HEARING
As required pursuant to Section 255.20, Florida Statutes, and in accordance with Section
18-85(a) of the Code of the City of Miami, the Commission of the City of Miami, Miami -
Dade County, Florida, will conduct a public hearing in the Commission Chambers of
Miami City Hall, 3500 Pan American Drive, Miami, Florida, on Thursday, October 27,
2016, at 9:00 A.M., to consider whether it is practical or advantageous and in the public's
best interest to waive competitive sealed bids for the Pallot Park Seawall, Project No. B-
40542, ("Project") for park improvements, consisting of the installation of a seawall and
kayak ramp, located at 3805 Northeast 6 Avenue, Miami, Florida and authorizing award
of the Pallot Park Improvements to the Nilda Milton Revocable Trust ("NMRT"), by and
through The Milton Family, who through its contractor, International General Contractors,
LLC ("IGC"), a Florida Limited Liability Company and an appropriately licensed contractor,
is uniquely qualified to undertake the Pallot Park Seawall Project because NMRT is a long
established developer in Miami -Dade County for over 50 years developing various
residential communities. Most recently, in the City of Miami, NMRT constructed a multi-
family residential project consisting approximately 176 residential units on the property
located at 601 Northeast 39 Street, Miami, Florida. The Project is estimated to cost
approximately $600,000.00 to be funded with grant proceeds for $150,000 from Florida
Inland Navigation District ("FIND"), 50% City -Matching funds in the amount of $150,000,
and the remaining funds not to exceed $300,000 are to be covered by the Public Benefit
Program Donation by NMRT.
The City Manager will present written findings to the City Commission which shall contain
reasons supporting the conclusion that competitive sealed bidding is not practicable or
advantageous to the City, which findings must be ratified and the contract award
approved by an affirmative vote of four -fifths 4/5t" of the City Commission.
The Miami City Commission requests all interested parties be present or represented at
the meeting and may be heard with respect to any proposition before the City Commission
in which the City Commission may take action. Should any person desire to appeal any
decision of the City Commission with respect to any matter to be considered at this
meeting, that person shall ensure that a verbatim record of the proceedings is made
including all testimony and evidence upon which any appeal may be based (F.S.
286.0105).
