Sr. Procurement Co iracting Officer ENCL.oSUFIES: REFERENCES; An investigation was conducted to determine whether International Business Information Technologies, Inc. d/b/a LEFTA Systems, located at 10950-60 San Jose Blvd., #101, Jacksonville, FL, is the sole source provider for acquisition of one (1) Law Enforcement Field Training Application ("LEFTA") to include Installation, Training and Support. The Police Department ("Police") is seeking resources to ensure that its Field Officers are adequately trained to protect and serve the City of Miami, ("City"). LEFTA is the only proprietary comprehensive training application that provides the following features: • LEFTA can be customized to track and document the training and probationary periods of Field Training Officers. • Includes an integrated Officer Safety Violation Report that allows agencies to document gross safety violations. • Performs Certification Audit to advise when Officer certifications expire. • Includes a self -populated "Trainee Portfolio", which compiles all documents related to a trainee and their sign -off status in detail. • Tracks the types of calls a trainee handled. • All data is hosted on Microsoft: AZURE Government. • Generates statistical graphics based upon age, race, gender and other criteria. LEFTA is a comprehensive paperless training/probationary evaluation application that will allow Police to detect issues among new employees, thereby reducing the City's risk of liability due to error on the part of Field Officers. Accordingly, it is recommended, pursuant to Section 18-92 (a) (1) of the Code of the City of Miami, that the requirements for competitive bidding be waived, and these findings be approved: International Business Information Technologies, Inc. d/b/a LEFTA Systems, is the sole source distributor of LEFTA, and approving the purchase of LEFTA from International Business Information Technologies, Inc. d/b/a LEFTA Systems to be utilized by Police for a purchase price of $30,750.00; allocating $30,000.00 from CIP Fund, Award No. 1426, Project No. 40-1370182, Task No. 5, and $750.00 from Police General Operating Fund, Account No. 00001.190001.554000, inclusive of installation, training and the first year's annual support subscription.
