Contract No.: 15-16-039 Current Term: N/A Expiration Date: Title: Purchase of Law Enforcement Field Training Application Recommendation: /1 Sole Source Contract ❑ Solicit Competition Procurement Contracting Officer: Charles Johnson ■ Access Contract ❑ Other Background: The Police Department (Police) is seeking to purchase the Law Enforcement Training Application ("LEFTA"), designed by International Business Information Technologies, Inc. d/bla LEFTA Systems, for its Training and Personnel Development Division. The LEFTA software monitors the performance of Field Officer recruits throughout their training and probationary periods, in a comprehensive paperless application. LEFTA warehouses such information as certifications, disciplinary action, training achievements, safety violations, the types of calls taken, etc. Police currently tracks this information using a paper system. There is no existing contract, as this purchase will be the first of this type of software, or from this vendor by the City. The initial purchase price is $30,750, inclusive of installation, training, and the first year's annual support subscription. Future subscription renewals will be covered under Section 18-72(b)(15) of the City of Miami's Procurement Code, Research Conducted: Market research was conducted to investigate the Police's assertion that the purchase of this system qualified as a Sole Source procurement. This research included the following: • Internet Searches: o Procurement Staff determined that the LEFTA system differentiates itself from other police training applications in that it comprehensively tracks the progress of new employees throughout their probationary period. o The search found no other software packages designed to meet the needs expressed by the Training and Personnel Development Division of Police. o Procurement Staff identified several police departments that have purchased this system. Information evidencing sole source purchases was found related to nearly all documented purchases of the system discovered through this means. • Outreach: a Procurement Staff contacted the City of Albuquerque, NM, City of Glendale, CA and City of Daytona Beach, FL Police Departments. Each agency indicated that it purchased the software package as a sole source, or without a competitive process, although some were underneath the threshold for a formal procurement process. Recommendation: recommend the approval of the Police Department's request to purchase this system as a sole source. This purchase will allow Police to more accurately track the progress of new Field Officers. This will in turn help reduce the City's risk of liability due to error on the part of these employees. This proprietary software, which will be customized for Police, is not available for purchase through any entity other than International Business Information Technologies, inc. d/b/a LEFT Procurement Contracting Officer: Date: Procurement Contracting Manager: Date: Director/Asst.
