File ID: #1151
Date: 10/17/2016

Requesting Department: Department of
Police
Sponsored By:
District Impacted: All
Type: Resolution
Subject: Sole Source - Law Enf. Field Training App.
Purpose of Item:
The purpose of this item is to authorize a resolution of the Miami City Commission, with
attachments, by a four -fifths (4/5th's) vote, pursuant to Section 18-92 of the Code of the
City of Miami, Florida, as amended, after an advertised public hearing, ratifying,
approving and confirming the City Manager's finding of a sole source; waiving the
requirements for competitive sealed bidding procedures and approving the procurement
of one (1) Law Enforcement Field Training Application ("LEFTA"), to include installation,
training, and the first year's annual support subscription, from International Business
Information Technologies, Inc. d/b/a LEFTA Systems, for the Department of Police for a
purchase price of $30,750.00; allocating $30,000.00 from CITP Fund, Award No. 1426,
Project No. 40-B70182, Task No. 5; and $750.00 from Police General Operating Fund,
Account No. 00001.190001.554000. Annual subscription renewals will be covered by
Section 18.72 (b)(15) of the Procurement Code.
Background of Item:
Police is seeking to procure LEFTA in order to more effectively monitor the training and
performance of newly hired Field Officers throughout the training and probationary
periods. This software will allow supervisors to monitor the progress and/or deficiencies
of new employees through a customized application. LEFTA creates a "Trainee
Portfolio", which accesses and displays all documents completed on a trainee and their
sign -off status. The purchase of LEFTA will allow the Training and Personal
Development Unit to transition from the paper -based personnel tracking system
currently used to evaluate trainees. This will also help to reduce the City's risk for
liability due to employee error.
