Background:
This market research is intended to determine the resources available for the procurement of a
decontamination boat for the collection of floatable debris in the water surfaces under the. jurisdiction of the City
of Miami including the Biscayne Bay area, navigable tributaries and its marinas. Also, oxygenation injection
and water treatment system will be employed. Floatable debris areto be considered as any material floating
within the first two feet of water and includes aluminum cans, plastic bags, toys, vegetation, animal debris,
wood, leaves, etc. The collected debris is stored at selected staging areas and eventually taken to Miami -
Dade County disposal facilities at the Contractor's expense, The vessel shall implement its oxygen aeration
and decontamination process within authorized navigable bodies of water. Annual water analysis reports are
provided to the City from varying locations based on the following parameters: human fecal coliform, total
collform, bacteria count, algae count, Ph, and temperature. The current contract, with Water Management
Technologies, ino. (WMTI), began December 4, 2013 for one (1) year with options to renew for two (2), one (1)
year periods (expires December 4, 2016).
Research Conducted:
Market research was conducted using the Miami -Dade County and State of Florida contract databases to
source any contract in place that could possibly be used to piggyback or find other related vendors that could
provide same to similar services. After a thorough review, no similar contracts were found in either database.
An Internet search was conducted to source any companies, other than WMTI, that could provide water
decontamination services in the Miami area, no other companies were found that could provide the same or
similar service as WMTi.

Recommendation:
It is recommended that the City of Miami engage in procuring water decontamination services, by means of a
Sole Source, from. Water Management Technologies, Inc. Additionally, the Scavenger 2000 vessel used by
WMTI is equipped with the patented Oxy-Plus water decontamination system "that treats and revitalizes water
by directly aerating the water with a combinati ; of ozone and oxygen."
