The nature of this item is to authorize a resolution of the Miami City Commission
accepting the bid received on August 15, 2016 pursuant to Invitation for Bid (IFB) No.
616404, from Golden Fence Company (primary) and Louminel General Contractor, LLC
(secondary), to Furnish and Install Fences at Various City Parks, on an as needed
basis, for an initial contract period of three (3) years, with the option to renew for one (1)
additional one (1) year period; allocating funds from the various sources of funds from
the end user department, subject to availability of funds and budgetary approval at time
of need; further authorizing the City Manager to negotiate and execute all other
documents, including any amendments, and modifications to said contract, in a form
acceptable to the City Attorney, as may be necessary for said purpose.
Background of Item:
The City of Miami (City) has identified a need to furnish and install fences at various City
Parks. On July 21, 2016, the Department of Procurement (Procurement) issued IFB
No. 616404 to Furnish and Install Fences at Various City Parks. As required by the
Procurement Code, the IFB was advertised in three (3) newspapers of general
circulation and issued on-line. On August 15, 2016, at the bid opening, two (2) bids
were received. Procurement is recommending award to Golden Fence Company
(primary) and Louminel General Contractor, LLC (secondary), the two (2) responsive
and responsible Bidders. The total estimated fiscal impact for the term of the contract,
including option to renew years, is $170,493.00.

A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE BIDS
RECEIVED AUGUST 15, 2016, PURSUANT TO INVITATION FOR BID NO. 616404,
FROM GOLDEN FENCE COMPANY, INC. (PRIMARY), AND LOUMINEL GENERAL
CONTRACTOR LLC (SECONDARY), THE TWO (2) RESPONSIVE AND
RESPONSIBLE BIDDERS, TO FURNISH AND INSTALL FENCES AT VARIOUS CITY
PARKS, ON AN AS NEEDED BASIS, FOR AN INITIAL CONTRACT PERIOD OF
THREE (3) YEARS, WITH THE OPTION TO RENEW FOR ONE (1) ADDITIONAL ONE
(1) YEAR PERIOD; ALLOCATING FUNDS FROM VARIOUS SOURCES OF FUNDS
FROM THE END USER DEPARTMENT, SUBJECT TO THE AVAILABILITY OF
FUNDS AND BUDGETARY APPROVAL AT THE TIME OF NEED; AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE ALL OTHER DOCUMENTS,
INCLUDING ANY AMENDMENTS AND MODIFICATIONS TO SAID CONTRACTS, IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE NECESSARY FOR
SAID PURPOSE.
WHEREAS, the Department of Parks and Recreation ("Parks") has a need to furnish
and install fences at various City Parks; and
WHEREAS, the City of Miami ("City") issued Invitation for Bid ("IFB") No. 616404, to
establish a contract to furnish and install fences;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA;
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The bids received August 15, 2016, pursuant to IFB No. 616404, from
Golden Fence Company, Inc. (Primary), and Louminel General Contractor LLC, (Secondary),
the two (2) responsive and responsible bidders, to furnish and install fences at various City
Parks, on an as needed basis, for an initial contract period of three (3) years, with the option to
renew for one (1) additional one (1) year period, is accepted.
Section 3. Funds to be allocated from the various sources of funds from the user
department, subject to the availability of funds and budgetary approval at the time of need.
Section 4. The City Manager is authorized1 to negotiate and execute all other
documents, including amendments and modifications to said contract, in a form acceptable to
the City Attorney, as may be necessary for said purpose.
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
