Subject: Agrmnt - Little Havana Trolley Srvc
Purpose of Item:
To authorize the City Manager to execute a Joint Participation Agreement with the
Florida Department of Transportation for the State of Florida's contribution, in the
amount of $145,000 for operating costs associated with the Little Havana Trolley
service. Matching funds in the amount of $145,000 are to be allocated from the City's
share of the Transit Surtax.
Background of Item:
In an effort to reduce vehicular congestion, improve pedestrian mobility, and enhance
transit service in the
Little Havana area, the City proposed the Little Havana Route. The loop runs from the
Brickell Metrorail Station to NW 37 Avenue/Douglas Road. The route circulates from
West Flagler Street and Southwest 8 Street with stops at several cultural institutions in
Little Havana, including the Miami Dade County Auditorium, Domino Park and Trail
Theater.
The Florida Department of Transportation has programmed $145,000 of State of Florida
funds for operating costs associated with the Little Havana Trolley service. The City is
required to provide an equivalent match and enter into a Joint Participation Agreement
for said purpose. Matching funds are available from the City's share of the Transit
Surtax.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE A JOINT PARTICIPATION
AGREEMENT BETWEEN THE CITY OF MIAMI ("CITY") AND THE FLORIDA
DEPARTMENT OF TRANSPORTATION, IN SUBSTANTIALLY THE ATTACHED
FORM, ACCEPTING THE STATE OF FLORIDA'S CONTRIBUTION IN THE AMOUNT
OF $145,000.00 FOR THE OPERATING COSTS ASSOCIATED WITH THE LITTLE
HAVANA TROLLEY SERVICE; AUTHORIZING THE ALLOCATION OF THE CITY OF
MIAMI ("CITY") REQUIRED MATCHING FUNDS IN THE AMOUNT OF $145,000.00
FROM THE CITY'S SHARE OF THE TRANSIT SURTAX.
WHEREAS, in an effort to reduce vehicular congestion, improve pedestrian mobility, and
enhance transit service in the Little Havana area, the City of Miami ("City") proposed expanding
the Miami Trolley program to include the Little Havana Trolley service; and
WHEREAS, the loop runs from the Brickell Metrorail Station to Northwest 37
Avenue/Douglas Road, Miami, Florida; and
WHEREAS, the route circulates along West Flagler Street and Southwest 8 Street, with
stops at several cultural institutions in Little Havana, including the Miami -Dade County
Auditorium, Domino Park, and the Trail Theater, before returning to the Brickell Metrorail
Station; and
WHEREAS, the Florida Department of Transportation ("FDOT") has programmed
$145,000.00 of State of Florida funds for operating costs associated with the Little Havana
Trolley service; and
WHEREAS, the City is required to provide an equivalent match and to enter into a Joint
Participation Agreement ("JPA") for said purpose; and
WHEREAS, matching funds, in the amount of $145,000.00, are to be allocated from the
City's share of the Transit Surtax;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as fully set forth in this Section.
Section 2. The City Manager is authorized to execute a JPA with FDOT, in substantially
the attached form, accepting the State of Florida's contribution, in the amount of $145,000.00,

for the operating costs associated with the Little Havana Trolley service.
Section 3. The City's required matching funds, in the amount of $145,000.00, are
authorized to be allocated from the City's share of the Transit Surtax.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
