Background of Item: In an effort to reduce vehicular congestion, improve pedestrian mobility, and enhance transit service in the Little Havana area, the City proposed the Wynwood Route. The loop runs from Margaret Pace Park to NW 2 Avenue and NW 29 Street. The route circulates via NE 15 Street, N Miami Avenue and NW 2 Avenue up to NW 29 Street with stops at several cultural institutions in Wynwood, including the Adrienne Arsht Center, Wynwood Walls and Midtown Miami. The Florida Department of Transportation has programmed $75,000 of State of Florida funds for operating costs associated with the Wynwood Trolley service. The City is required to provide an equivalent match and enter into a Joint Participation Agreement for said purpose. Matching funds are available from the City's share of the Transit Surtax. WHEREAS, in an effort to reduce vehicular congestion, improve pedestrian mobility, and enhance transit service in the Wynwood area, the City of Miami ("City") proposed expanding the Miami Trolley program to include the Wynwood Trolley service; and WHEREAS, the loop runs from Margaret Pace Park to Northwest 2 Avenue and Northwest 29 Street, Miami, Florida; and WHEREAS, the route circulates along Northeast 15 Street, North Miami Avenue and Northwest 2 Avenue up to Northwest 29 Street with stops at several cultural institutions in Wynwood, including the Adrienne Arsht Center, Wynwood Walls, and Midtown Miami, Miami, Florida; and WHEREAS, the Florida Department of Transportation ("FDOT") has programmed $75,000.00 of State of Florida funds for operating costs associated with the Wynwood Trolley service; and WHEREAS, the City is required to provide an equivalent match and to enter into a Joint Participation Agreement ("JPA") for said purpose; and WHEREAS, the matching funds, in the amount of $75,000.00, are to be allocated from the City's share of the Transit Surtax; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City Manager is authorized to execute a JPA, in substantially the attached form, with FDOT, accepting the State of Florida's contribution in the amount of 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. $75,000.00 for the operating costs associated with the Wynwood Trolley service. Section 3. The City's required matching funds, in the amount of $75,000.00, are authorized to be allocated from the City's share of the Transit Surtax. Section 4.
