A Resolution of the Miami City Commission, authorizing the City Manager to enter into a
Memorandum of Understanding (MOU) with the United States Attorney for the District of
Columbia, United States Marshals Service, the Metropolitan Police Department of
Washington, D.C, and Miami, Florida Police Department, in substantially the attached
form, to outline the mission of the Presidential Inauguration Task Force (PITF) in the
Washington, D.C. area from January 15, 2017, to January 21, 2017.
Background of Item:
Members of the Miami Police Department will be part of a joint operation in the
Presidential Inauguration Task Force comprised of the Metropolitan Police Department
of District of Columbia, Office of the United States Attorney for District of Columbia,
United States Marshals Service, United States Secret Service, United States Federal
Bureau of Investigation, National Park Service, Miami, Florida Police Department and
other agencies, who will act as partners in the operation of the PITF. The purpose of
the MOU is to outline the mission of the PITF. Participating agencies will coordinate
their activities and be considered a member of the PITF, sharing information and
coordinating investigative and law enforcement efforts which may result from any
apprehensions originating from the PITF.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF
UNDERSTANDING, IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE
CITY OF MIAMI, THE OFFICE OF THE UNITED STATES ATTORNEY FOR THE
DISTRICT OF COLUMBIA, AND THE METROPOLITAN POLICE DEPARTMENT OF
THE DISTRICT OF COLUMBIA, FOR THE MIAMI POLICE DEPARTMENT TO
PARTICIPATE IN THE PRESIDENTIAL INAUGURATION TASK FORCE IN THE
WASHINGTON, D.C. AREA FROM JANUARY 15, 2017 TO JANUARY 21, 2017.
WHEREAS, the inauguration of the 45th President of the United States of America will
take place in Washington, D.C. from January 15, 2017 to January 21, 2017; and
WHEREAS, the Presidential Inauguration Task Force ("PITF") is tasked with
coordinating resources to effectively implement measures to the safety of the President of the
United States, inaugural participants, the public, visitors and residents during the inaugural
events while allowing individuals and groups to exercise their legal rights; and
WHEREAS, the PITF is a joint operation in which all agencies, including the Metropolitan
Police Department of District of Columbia, Office of the United States Attorney for District of
Columbia, United States Marshals Service, the U.S. Secret Service, the U.S. Federal Bureau of
Investigation, the National Park Service, the City's Department of Police and other agencies, act
as partners in the operation of the PITF; and
WHEREAS, the purpose of the Memorandum of Understanding ("MOU") is to define
relationships between the United States Marshals Service, the Metropolitan Police Department
of the District of Columbia, the Miami Police Department, and other participating agencies with
regard to policy, guidance, utilization of resources, planning, training, public relations and media
in order to maximize interagency cooperation; and
WHEREAS, Miami Police Department personnel selected to assist will be considered
members of the PITF and begin training and coordination efforts with all other participating
agencies in preparation for activation during the inauguration of the 45th President of the United
States of America in Washington, D.C.;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to execute a MOU, in substantially the
attached form, between the City of Miami, the Office of the United States Attorney for the District
of Columbia, and the Metropolitan Police Department of the District of Columbia, allowing the
Miami Police Department participate in the PITF in Washington D.C., from January 15, 2017 to
January 21, 2017.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
