HomeMy WebLinkAboutR-16-0500City of Miami Resolution R-16-0500 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 1037 Final Action Date: 10/27/2016 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED: "2016- 2017 VICTIMS OF CRIME ACT (`VOCA') GRANT", CONSISTING OF AN ANTICIPATED GRANT AWARD FROM THE STATE OF FLORIDA, OFFICE OF THE ATTORNEY GENERAL, DIVISION OF VICTIM SERVICES, IN AN APPROXIMATE AMOUNT OF $82,303.27, INCLUDING OPERATIONAL EXPENSES AND TRAINING COSTS, WITH MATCHING FUNDS IN AN APPROXIMATE AMOUNT OF $20,575.82 TO FUND TWO (2) FULL-TIME POSITIONS; APPROPRIATING AND ALLOCATING FUNDS FROM THE POLICE GENERAL FUND ACCOUNT CODE NO. 12000.191602.513000; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT UPON RECEIPT OF THE AWARD, AND TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, the Victims of Crime Act ("VOCA") assistance grant program offers funding for direct services to crime victims for use in responding to the emotional and physical needs of crime victims, assisting victims in stabilizing their lives after their victimization, helping victims to understand and participate in the criminal justice system, and providing victims with a measure of safety and security; and WHEREAS, the Miami Police Department ("MPD") submitted a grant application to the State of Florida, Office of the Attorney General, Division of Victim Services, to fund two (2) full- time Victims Advocate positions to provide services to crime victims; and WHEREAS, the City of Miami ("City") received notification of an award in the amount of $82,303.27, for Fiscal Year 2016-2017; and WHEREAS, due to the increasing population of the City and over 3.4 million visitors annually, the Advocates' caseloads are significant; and WHEREAS, these factors frequently impede residents' and visitors' ability to obtain necessary victim services, increase the difficulty of MPD's response, and increase the need for two (2) full-time Victims Advocate positions; and WHEREAS, services are defined as those efforts that respond to the emotional and physical needs of crime victims, including assisting to stabilize their lives after their victimization, assisting them with understanding and participating in the criminal justice system and providing them with a measure of safety and security; and City of Miami Page 1 of 3 File ID: 1037 (Revision:) Printed On: 3/18/2025 File ID: 1037 Enactment Number: R-16-0500 WHEREAS, funds from this grant will be used for the continued funding of the Victims Advocate's program for the duration of one (1) year to coordinate services for the victims of crime; and WHEREAS, the MPD will provide the required match of approximately $20,575.82 in the form of in -kind services towards the operation of this program; and WHEREAS, it would be appropriate for the City Manager to accept said grant upon receipt and to establish a new Special Revenue Project for the appropriation of said award; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established and resources are appropriated as described below: 2016-2017 Victims of Crime Act (VOCA) FUND TITLE: Grant RESOURCES: State of Florida, Office of the Attorney General, Division of Victim Services Approximate Amount of $72,843.27 Operational Expenses $5,460.00 Training $4,000.00 City of Miami's Department of Police Approximate Match of $20,575.82 APPROPRIATIONS: Victims Advocate Program Approximate Total of $102,879.09 Section 3. The City Manager is authorized to accept said grant upon receipt and execute the necessary documents, in substantially the attached form, to implement acceptance of said grant. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
