AGENDA ITEM SUMMARY FORM File ID: #1037 Date: 10/05/2016 Commission Meeting Date: 10/27/2016 Type: Resolution Subject: VOCA Grant 2016 - 2017 Purpose of Item: Requesting Department: Department of Police Sponsored By: District Impacted: All A Resolution of the Miami City Commission, with attachments, establishing a new Special Revenue Project entitled: "2016-2017 Victims of Crime Act (VOCA) Grant," to appropriate funds, consisting of a grant from the State of Florida, Office of the Attorney General for the Department of Police, in the amount of $82,303.27; authorizing the City Manager to accept the award, and to execute the necessary documents, to implement acceptance of said grant. The proposed funding is for two (2) full-time positions; one position will be funded 100% by VOCA at $48,562.18 and the other position will be funded at 50% in the amount of $24,281.09; the required matching funds by the City of Miami, in the amount of $20,575.82, includes the required training for the Victims Advocate employees, in the form of in -kind services; and Operating Expenses of $5,460.00, for an a total program cost of $102,879.09. Background of Item: Pursuant to Resolution No. 14-0395, the City of Miami submitted a VOCA grant application to the State of Florida, Office of the Attorney General, Division of Victim Services, to fund services provided to crime victims. The City was awarded grant funds in an amount not to exceed $32,467.00 to assist in funding crime victim services. These monies were used to fund a part-time Victims Advocate's position with a 20% program match from the City in the form of in -kind services totaling $8,117.00, for a total program amount of $40,584.00. The City of Miami's police department recently submitted another VOCA grant application to the State of Florida, Office of the Attorney General, Division of Victim Services, to fund two (2) full-time Victims Advocate positions. Due to the increasing population of the City of Miami and over 3.4M visitors annually, the Advocates' caseloads are significant. In 2015, the number of cases reported to the Miami Police Department (MPD) included 5,545 aggravated assaults; 3,134 domestic violence; 191 sexual assaults; 1,285 robberies; 64 accident with fatalities; and 11 hit/run fatalities. There were 3,657 new cases and continued case management on other cases which needed follow-up and are still open. These factors frequently impede residents' and visitors' ability to obtain necessary victim services, increase the difficulty of MPD's response, and increase the need for two full-time Victims Advocate position. The Victims of Crime Act (VOCA) Grant program provides funds to support the provision of direct services to crime victims. Services are defined as those efforts that respond to the emotional and physical needs of crime victims, assist victims of crime to stabilize their lives after victimization, assist victims to understand and participate in the criminal justice system and provide victims with a measure of safety and security.
