GENERAL INFORMATION: REQUEST: Pursuant to Article 7, Section 7.1.2.8 (b)(2&3) of Ordinance 13114, as amended, the City of Miami is requesting a Change of Zoning from T3-R (Sub -Urban Transect Zone - Restricted) to CS (Civic Space Transect Zone) for a parcel located at approximately 1197 SW 19 Avenue. The subject property is located within the South Shenandoah subdivision and the Coral Way NET area. The total area proposed to be rezoned is approximately .15 acres (See Exhibit A). A complete legal description of the site is on file at the Hearing Boards Office. B. BACKGROUND: As established by the Miami Comprehensive Neighborhood Plan and the 2007 Miami Parks and Public Spaces Master Plan, a basic goal is for every resident to live within a quarter mile walk to a park. In recognizing the great need to expand access to parks for the City of Miami residents, the Parks & Recreation, Planning & Zoning, and Real Estate & Asset Management departments have coordinated to identify and purchase land to create more parks. Extensive analysis of park access across the City has been conducted and neighborhoods that lack parks have been identified and targeted for park land acquisition. The Site consists of one parcel in the Shenandoah neighborhood. The Site is a corner lot, located on SW 19 Avenue and SW 12 Street. It is in the middle of a single family residential neighborhood. C. COMPREHENSIVE PLAN: The requested zoning designation of CS (Civic Space Transect Zone) is inconsistent with the current underlying Future Land Use designation of Single Family Residential, thus a Comprehensive Plan Amendment shall be submitted concurrently to request a change to Public Parks and Recreation. 16-00831 zc Page 1 of 5 D. ANALYSIS: The following is a review of the request pursuant to a rezoning criteria at Article 7, Section 7.1.2.8 (b)(2&3) of Miami 21. Section B of this report is hereby incorporated into the analysis and its corresponding criteria by reference: Criteria Article 2, Section 2.1.3.2 (e) under "The Community — Guiding Principles" states "a range of Open Spaces, including Parks, Squares and Playground, should be distributed within Neighborhoods and urban centers." Additionally, the 2007 Miami Parks and Public Spaces Master Plan states in Chapter 4, Section D the City "should then continue its efforts, advancing towards the goal of a park within one -quarter mile of every Miami home" (page 73). Analysis The proposed rezoning would allow the development of a neighborhood park to which neighbors would be able to walk without crossing heavily trafficked thoroughfares. As mentioned in Section B, through the City's Park Land Acquisition team, the surrounding neighborhood was identified as an area of need for park access, as there is no park within a quarter mile walk. The proposed rezoning addresses the existing need for access to park and open space in the neighborhood. Staff finds the proposal meets the intent and goals of Miami 21 and would achieve a greater quality of life for the area. Refer to the map in Section F for further background on the methods of the Park Land Acquisition program. Specifically, the map demonstrates how the development of a park on the Site will accomplish the goals of Miami 21. The darkly shaded polygon in the center of the map illustrates the area of Shenandoah that will be served by the new park. The polygon represents the walkshed (a geographic area within a certain distance of a point, in this case one -quarter mile) for the new park on the site. Finding Consistent with the intent of the Miami 21 Code H. CONCLUSION: The Department of Planning and Zoning recommends approval of the request for a change of zoning from T3-R (Sub -Urban Transect Zone - Restricted) to CS (Civic Space Transect Zone). Staff finds the zoning request is consistent with the goals of the Miami 21 Code as the request is compatible with the surrounding zoning district. I. RECOMMENDATION: Pursuant to Article 7, Section 7.1.2.8 of Ordinance 13114, as amended on the aforementioned findings, the Planning & Zoning Department recommends approval of the proposed rezoning as presented.
