2017 LEGISLATIVE PRIORITIES
1. TRANSPORTATION — REQUEST federal funds for Miami's Streetcar project.
2. CDBG - INCREASE the percentage of CDBG funds that may be used for public service.
3. AFFORDABLE HOUSING -SUPPORT giving neighborhood preference to residents locally
situated where government funds are being used for an affordable housing project.
4. SADOWSKI AFFORDABLE HOUSING PROGRAM — URGE the Florida Legislature to fully fund
the Sadowski affordable housing programs.
5. ASSISTED LIVING FACILITIES - SECURITY AND DISTANCE - SUPPORT changes to the Florida
Statute governing Assisted Living Facilities (ALFs) and Community Residential Homes to provide
for greater security for residents and the community and to prohibit an ALF/Community
Residential Home in a single-family or duplex residential neighborhood from accepting
individuals diverted from the criminal justice system.
6. NUISANCE ABATEMENT - SUPPORT amendments to Florida Statutes that would expand the
definition of a public nuisance to include three (3) instances of felony possession of narcotics.
7. FILM TAX CREDITS — SUPPORT legislation that would extend additional tax credits to the film
industry in Florida.
8. MIAMI RIVER TUNNEL — INLCUDE the project in FDOT's Capital Plan.
9. NEW STARTS PROGRAM -- SUPPORT amendments to Florida Statutes that increase State New
Starts Funding from 12.5% to 25% for non-federal locally funded projects.
10, EMERGENCY MANAGEMENT — SUPPORT funding for the City's emergency management
needs.
11. PUBLIC RECORDS SUITS/LEGISLATIVE REFORM - SUPPORT legislation that would
amend/clarify Chapter 119 to prevent abuse of the public records statute.
12. SHADE MEETINGS/EXECUTIVE SESSION - SUPPORT legislation that would amend FS § 286.11
regarding shade meetings for anticipated litigation. Currently, executive sessions are only held
when there is pending litigation. The City supports amending the section to state that executive
sessions can also be held when litigation is anticipated.
13. VACATING AN ARBITRATION AWARD —AMEND F.S. § 682.13 to permit Circuit Court review
from binding arbitrations involving terminations or cases involving relief of duty decisions.
14. WORKERS COMPENSATION - CHAPTER 440 - SUPPORT amendments to Florida Statute
sections that unfairly burden the City of Miami.
15. OFF -DUTY MUNICIPAL POLICE OFFICERS —SUPPORT legislation that would create a program
to contract for employment of off -duty municipal law enforcement officers for security services.
