Purpose of Item:
It is recommended that the Miami City Commission adopt the attached Resolution establishing a
new Special Revenue Project entitled: "Fiscal Year 2016 Edward Byrne Memorial Justice
Assistance Grant (JAG) Program," consisting of a grant award from the U.S. Department of
Justice, Office of Justice Programs, Bureau of Justice Assistance, in the amount of $367,931, to
provide funding for planning, evaluation, and technology improvement projects for the City of
Miami Police Department (MPD); authorizing the City Manager to execute the grant agreement,
in substantially the attached form, and any other documents in order to implement the
acceptance and administration of said grant award.
Background of Item:
In response to the JAG 2016 local solicitation announcement, the City of Miami submitted a
grant application to the U.S. Department of Justice, Office of Justice Programs and was
awarded $367,931. This JAG award will provide funding towards the expansion and
improvement of the police department enabling the department to provide better service to the
City of Miami. Resources such as a modernized 911 Communications Center utilizing cutting
edge technology and a proper performance management/analysis system are critical to MPD's
success in fighting crime and increase public safety.
Specifically, funds will be used to purchase the following:
Communications and Emergency Operations Center Modernization Project
60 dispatch workstations and 240 widescreen display
3-year extended warranty service plan with ADH for the 60 dispatch workstations
Department —wide Technology Acquisition Project
63 desktops with dual monitors
Performance Management System Enhancement Project
CompStat Conference Room modernization video wall, conferencing solution, microphones
This grant is awarded for a period of four years, beginning October 1, 2015, through September
30, 2019. This award does not require any local match.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED: " FISCAL YEAR
2016 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM"
('JAG'), CONSISTING OF A GRANT AWARD FROM THE UNITED STATES
DEPARTMENT OF JUSTICE, OFFICE OF JUSTICE PROGRAMS, BUREAU OF
JUSTICE ASSISTANCE, IN THE AMOUNT OF $367,931.00, TO PROVIDE FUNDING
FOR PLANNING, EVALUATION, AND TECHNOLOGY IMPROVEMENT PROJECTS;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE GRANT AGREEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM, AND ANY OTHER DOCUMENTS IN
ORDER TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF SAID
GRANT AWARD.
WHEREAS, the City of Miami ("City") has been awarded a grant from the
United States Department of Justice, Office of Justice Programs, Bureau of Justice
Assistance, in the amount of $367,931.00, to provide funding for planning,
evaluation and technology improvement projects; and
WHEREAS, the planning, evaluation and technology improvement projects
will expand and improve the operations of the Miami Police Department by enabling
it to provide better services to the City's residents and visitors; and
WHEREAS, this award does not require any local match; and
WHEREAS, said grant is awarded for a period of four (4) years, beginning
October 1, 2015 through September 30, 2019;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this
Resolution are adopted by reference and incorporated as if fully set forth in this
Section.
Section 2. The following new Special Revenue Project is established and
resources are appropriate as described below:

APPROPRIATION: Improve Operations of the Department of Police $367,931.00
Section 3. The City Manager is authorized1 to execute the grant agreement,
in substantially the attached form, and any other necessary documents, in a form
acceptable to the City Attorney, in order to implement the acceptance and
administration of said grant.
Section 4. This Resolution shall become effective immediately upon its
adoption and signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that
may be imposed by the City Attorney, including but not limited to those prescribed
by applicable City Charter and Code provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of
ten (10) calendar days from the date it was passed and adopted. If the Mayor
vetoes this Resolution, it shall become effective immediately upon override of the
veto by the City Commission.
