SUBJECT: Approval of finding to waive
competitive sealed bidding methods
for tourism kiosks on Grand Avenue

The Department of Procurement has determined that it is not practical and advantageous to the City to adhere
to competitive sealed bidding methods, for purposes of donating $85,000,00 ("The Gift") to be used, solely and
exclusively, for tourism kiosks ("Kiosks") on Grand Avenue in Coconut Grove, for the Grand Avenue Kiosk
Project ("Project"), and therefore seeks a waiver of such requirements.
The Miami City Commission (City Commission") approved Resolution No. 16-00693, authorizing the
appropriation of General Fund dollars in the amount of $85,000.00, in the form of a reimbursement grant, to the
Collaborative Development Corporation f/k/a Coconut Grove Collaborative Inc, ("CDC") to pay for the Kiosks
on Grand Avenue.
The CDC's Project is intended to support and promote local businesses in the Coconut Grove Village West
neighborhood in Miami, Florida, by increasing and promoting tourism through Kiosks along Grand Avenue.
Furthermore, the Kiosks serve a valued public purpose, as they will assist in the promotion of public safety,
increase tourism, and visibility to this community, while improving economic development. Additionally, the
Kiosks further the public welfare and enhance the aspects of public recreation and public accessibility, to the
area of the City in which the Kiosks will be maintained. It is imperative to the CDC, that the Project launches
prior to the height of Miami's tourism season, which begins in December.
In an effort to meet the timing requirements of the CDC's needs for the development, implementation, and
administration of the Project, and pursuant to Section 18-85, as amended, it Is respectfully recommended that
you, as the City Manager, waive competitive sealed bidding methods, via this written finding and reasons
herein. Said waiver shall need to be ratified, confirmed, and approved by the Commission, by a four -fifths
(4/5ths) affirmative vote, during an advertised public hearing.
Your signature below confirms your approval of waiving competitive sealed bidding methods for the Gift to
CDC, to be solely and exclusively used for the purpose of purchasing and installing the Kiosks.
