RECOMMENDATION:
Based on the findings below, the Procurement Department ("Procurement") hereby recommends
award to AT&T Session Initiated Protocol ("SIP") Trunking, the sole source provider of SIP
Trunking.
Contract Number/Tiitle: Sole Source 16-17-048
Contract Amount: $114516 for the three (3) year term
Recommended Vendor: AT&T Corp ("AT&T")
BACKGROUND:
The City currently uses Kronos, a time keeping software in various City departments, specifically,
Parks and Recreation, General Services Administration, Public Works; Solid Waste, Police,
Neighborhood Enchantment Team, and will eventually install the software citywide. Certain
aspects of the Kronos software requires SIP Trunking. SIP Trunking allows users to utilize high
speed Internet connections to combine data, voice and video in a single line connected from Miami,
Florida to Boston, Massachusetts where Kronos' servers are headquartered. In addition to the
regular SIP Trunking offerings, AT&T's SIP Trunking provides two additional components: 1) AT&T
FlexWare, which allows business customers to setup multiple virtual network functions on a single
device; and 2) AT&T Network on Demand ("NOD") which automates network services and
infrastructure running in a cloud environment. These components allow customers to manage their
network functions using an online portal, and can alter network speed in less than 90 seconds
without the need for service, sales calls, or any additional equipment.
