Concerning Palermo Lakes, the Alliance and DOEA has attempted to contact all 60 clients who were served through he
LHANC meal program, either in person, by phone, or by mail. Of the 60:
30 chose to go to travel to a senior center for their meals, with transportation provided (either Badia Senior Center or
City of West Miami Senior Center)
7 chose home delivered meals
8 refused new services
15 did not respond to multiple attempts at contact
It is important to note that all clients were also offered the opportunity to sign up for SNAP benefits as an addition to
their meal services. Because of the time it takes to be approved for the SNAP program, we do not have a number of
enrollees in the program at this point in time.

Dear Mayor Regalado and Members of the Commission:
1 am in receipt of an email from Diana Arteaga, Senior Advisor to the City
Manager, requesting information concerning meals provided by Little Havana
Activities and Nutrition Centers. I am pleased to provide the following in
response to the specific questions raised by Ms. Arteaga:
1. The two affected sites within the City of Miami are Palermo Lakes and
UTD Towers. Both these buildings are elderly HUD housing sites. The
older adults at Palermo Lakes have been offered two alternative sites if
Palermo Lakes closes. These sites are Badia Senior Center, operated by
Southwest Social Services, as well as the site at the City of West Miami.
Clients who cannot attend the alternate sites and who are homebound
will be provided home -delivered meals. In addition, it has been the
Alliance's experience in transitioning clients from other closed meal
sites that not all clients will decide to attend an alternate location. For
these clients, on a temporary basis, we have made arrangements with
Miami -Dade County to provide frozen meals delivered to their homes.
See item #3 regarding UTD Towers.
2. The Alliance is working with the Department of Elder Affairs (DOEA)
to identify funding to cover costs of the meals. Only Badia Senior
Center has some existing funded slots for new clients.
3. Little Havana is still providing meal service at Palermo but has advised
us that continuation of meal service is contingent upon the City's
decision on funding. With regard to UTD Towers, our staff were able to
identify targeted Local Service Program funding specific for UTD in the
budget for Little Havana Activities & Nutrition Centers. They are using
this funding to keep UTD Towers open and serving meals.
4. Depending on a client's physical and mental condition, the client will be
offered either home -delivered meals or congregate meals at a congregate
meal site.

5. The intent is to continue funding, at minimum, until the end of the Older
Americans Act (OAA) funding cycle, which is December 31, 2016.
However, we do not have a deadline at this time from DOEA.

With regard to the additional question regarding transportation, the provider that
will be serving meals in the event of site closure, will also coordinate
transportation for those clients who are in need of this service. Again, if funding
is not available through their current budgets, we will continue to work with the
Department of Elder Affairs to identify other funding.
Please be assured that we are working very closely with DOEA to prevent any
client from losing meal services and to offer alternatives to those clients who are
willing to attend a different site in the event that their existing site is closed.
I hope this information assists the City with any further discussion concerning
this matter. Please let me know if we can provide any further information in
regards to any future developments.
