Resolution
A RESOLUTION OF THE COCOANUT GROVE VILLAGE COUNCIL URGING THE MIAMI CITY COMMISSION TO DEDICATE GENERAL
OBLIGATION BOND FUNDS, IF APPROVED BY THE CITY'S VOTERS IN NOVEMBER 2016, TO PROTECTING THE CURRENT AND FUTURE
HOUSING NEEDS OF THE VILLAGE WEST NEIGHBORHOOD.
WHEREAS, the Village Council seeks to promote, protect, and preserve the historical character of Coconut Grove
and the interests of all of its citizens and, in furtherance thereof, encourages the City of Miami to dedicate resources to
the Village West neighborhood for the preservation and creation of obtainable extremely low and low-income housing
options; and
WHEREAS, the Village West is that portion of Coconut Grove that was populated by Black settlers from the
Bahamas which pre dates the City of Miami and who's many descendants still reside in Village West; and
WHEREAS, the Village West has endured decades of economic, housing and educational disadvantages due to
separatist laws enforced by the City of Miami, Miami -Dade County, and State of Florida; and
WHEREAS, the Village West is suffering an affordable housing crisis that is predominantly affecting low-income,
minority resident tenants who are forced to live in unsafe, often -deplorable conditions; and
WHEREAS, Village West residents are being rapidly displaced from their homes and community by eviction to
make way for new residential and commercial developments; and
WHEREAS, the lack of affordable housing options in Village West prevents tenants from finding alternative
housing and who can no longer afford to live in Village West; and
WHEREAS, GROVE 2030 has identified access to obtainable housing as a priority and main concern of Coconut
Grove residents; and
WHEREAS, the Village Council recently engaged in conversations with the soon -to -be displaced tenants at 3410
& 3420 Hibiscus Street regarding their unsafe living conditions; and
WHEREAS, the tenants at 3410 and 3420 Hibiscus Street suffer a plight shared by many Village West residents �J
who seek extremely low and low-income rentals; and C.9
WHEREAS, the tenants at 3410 and 3420 Hibiscus Street will be forced to leave their community, schools, and
employment because there are no affordable alternatives in their community; and

WHEREAS, the Village West is located in a Targeted Urban Area (TUA) in Miami -Dade County and designated by
the Federal Government as an empowerment zone and as such warrants protection.
WHEREAS, the Village Council urges the City of Miami to collaborate with Miami -Dade County, the State of
Florida, and the United States Department of Housing and Urban Development to develop obtainable housing options
for Village West residents (i.e. rental units for extremely low and low-income residents of the Village West); and
WHEREAS, the Village Council encourages the City of Miami to foster or create public, private, and/or public -
private partnerships to develop housing for extremely -low income and low-income individuals and families, without
displacing current residents from their neighborhood; and
WHEREAS,
NOW, THEREFORE BE IT RESOLVED by the Cocoanut Grove Village Council:
Section 1. The recitals are true and correct and are adopted by reference and incorporated as if fully set forth in this
Section.
Section 2. The Cocoanut Grove Village Council recognizes the need for obtainable housing options in the Village West for
extremely low and low-income tenants and families.
Section 3. The Cocoanut Grove Village Council expresses its support for new City of Miami General Obligation Bond
funds to be allocated to the Village West to address the affordable housing crisis and create and preserve extremely low
and low-income housing options.
