Dear Mayor and Commissioners:
This proposed amendment referenced -above is very harmful to Miami's residential
neighborhoods for numerous reasons and I am attaching a request of most of the abutting
neighbors that would be impacted by this proposal.
1. The proposed amendment is illegal.
2. It violates very important neighborhood protection provision in Miami 21.
7.1.2.8: Amendments to Miami 21 Code: "All changes shall maintain the goals of this
Code to preserve Neighborhoods."
3. It is impossible to execute the proposed building construction in a manner that is legal
and not harmful to a residential neighborhood.
4. This proposed amendment would affect all residential neighborhoods across the city.
For these and many other reasons please vote against this amendment.

NEIGHBORHOOD CONSERVATION DISTRICT (NCD) DESIGNATION:
SHENANDOAH HIGHTS
The residents respectfully request the Commission of the City of Miami to
consider the designation of our neighborhood as a Neighborhood
Conservation District
The Shenndoah Hights neighborhood is a stable single-family
neighborhood located within the Coral Way Area. Its proximity to the Coral
Way commercial corridor has left the neighborhood with the threat of
inappropriate commercial intrusion that may disrupt the quality of this well -
maintained and stable single-family neighborhood.
The purpose of this Neighborhood Conservation District is to eliminate uses
that have the potential of bringing commercial intrusion into the
neighborhood and also to eliminate the possibility of incompatible infill
structures that are too tall and could deteriorate the historic quality of this
low -density neighborhood.
The intent is that this neighborhood be a pure single-family neighborhood
What is an NCD?
From Miami 21:
• An NCD is an overlay zoning district that is intended to preserve unique
and distinctive neighborhoods that exhibit a certain defined character
worthy of protection, such as physical features, design characteristics, and
recognized cultural or historical identity.
• The NCD provides additional regulations or design guidelines for new
construction, major alterations and additions to existing Buildings, in order
to protect, enhance and perpetuate the value of the neighborhood
conservation area.
How it works
• Through the creation of individual neighborhood conservation plans,
neighborhoods can develop and adopt restrictions that are consonant with

the level of review and scope of protection desired by a majority of the
residents.
• Physical changes to a neighborhood, such as the construction of
additions, new houses, and demolition, are generally subject to review and
approval by a historic preservation commission or urban design review
board.
• New construction projects, including additions, are frequently evaluated
under standards that emphasize compatible development in terms of size
or massing rather than specific architectural features.
• In contrast to historic preservation laws, alterations to existing structures
tend to be subject to more lenient standards of review or, in some cases,
excused from review altogether.
• Zoning elements such as lot coverage, setback requirements, and
permitted uses can be specially tailored to the needs of the neighborhood.
