Honorable Mayor and City Commissioners:
The purpose of this letter is to express our concerns with Resolution 16-00401zt that was presented to the
Planning Zoning and Appeals Board (PZAB) on April 6, 2016 and is scheduled for the April 28, 2016 City
of Miami Commission Meeting.
We have serious concerns with the proposed ordinance which would allow parking structures on T3
properties when T6 abuts a T3 property and if there is Unity of Title or a covenant in lieu of Unity of Title.
During our February 24, 2016 meeting of the Miami Roads Neighborhood Civic Association, we had a
special guest appear before our board to urge us to oppose a change in zoning for a property along Coral
Way and 13"' Avenue. The proposed zoning application involved a change in zoning to allow a parking
structure an a parcel that is currently used as a surface parking lot. That parcel was zoned T3 and was
abutting a T6 property. Some of our members were concerned with the application and voiced their
objections. While that zoning change was never approved, this ordinance will now essentially allow for a
blanket approval of parking structures on T3 properties abutting T6 properties.
As you know, properties along SW 3rd avenue and Coral Way are currently zoned T6 and the majority of
these properties abut 73 properties within the Roads Neighborhood. If approved, the ordinance may result
in an encroachment of incompatible uses, specifically parking structures, within a single family residential
neighborhood. While the language in the ordinance states that underground parking is preferred, there is no
requirement that the parking structure would be underground. Also, compliance with the standards created
by the ordinance would be reviewed by the warrant process. The warrant process is an administrative
process with little public input, which places the burden of an appeal on the residents residing in T3
neighborhoods, rather than placing the burden on any developer that proposes a project on a T6 property
that requires new parking facilities.
We urge you to please deny the proposed ordinance because it will have a detrimental impact on the
character of well -established neighborhoods in the City of Miami and specifically the Roads Neighborhood.

The Miami Roads Neighborhood Civic Association is again asking you to deny Resolution 16-
00401zt, which will be presented as PZ.4 at the upcoming Miami City Commission Meeting on July
29, 2016.
The original proposed ordinance would allow parking structures on T3 properties when T6 abuts a T3
property and if there is Unity of Title or a covenant in lieu of Unity of Title. Since the last meeting
where this item was heard, the legistation was revised to include TS zones, in addition to T6 zones.
This has greatly expanded the areas that would be affected by the proposed ordinance.
Properties along SW 3cd Ave and Coral Way throughout The Roads are currently zoned T6, and the
majority of these properties abut T3 properties within our neighborhood. If approved, this ordinance
may result in an encroachment of incompatible uses, specifically parking structures, within a single
family residential neighborhood.
We appreciate that the City has been trying to find a compromise that would work for the residents as
well as the developers. However, we feel that this ordinance would do harm to the residential
neighborhoods o f the City of Miami. This ordinance would have a detrimental impact on the character
of well -established neighborhoods, like The Roads.
Commissioners, please deny this proposed ordinance and continue supporting the residents of The City
of Miami.
