Director City Manager Page 1 of 2 SUPPLEMENTAL PAGE Subject: Discussion Item toiyiew Request fbr ProposalsNip, 12-14-Q2], ,For Jease of„city-eyned w.attrfrorkt 1.211)=LIY-19.g-ggsi in Virginia Key (alscarLowit injuia_&;y„ Marina"),_ Background Information: sb-.....aus.rdawarmaszans Irett,e-crsz-anzv The City of Miami ("City") owns the property boated in Virginia Key Marina, and more particularly described in RP? 12-14-077 and all exhibits, attachments, and addenda thereto ("Property"), On June 15, 2015 the City issued Request for Proposals No. 12-14-()77 ("RFP"), to solicit an integrated package for planning, design, construction, leasing and management services 'I'M-11 the private sector to operate the Property for marinas/restaurant/ship's store uses, Three (3) proposals were received in response to the RFP from New Rickenbacker Marina, LLC ("fifon"); Virginia Key SM1, ("Suntex"); and Virginia Key, LLC CRC! (houp"). The City Manager appointed a Selection Committee ("Committee") to evaluate the proposals received in response to the RFP. The Committee recommended to the City Manager that the City negotiate with the highest ranked proposer, RC!: Group, The City Manager approved the recommendation of the Committee. Subsequently, Tifon and Suntex filed written protests pursuant to Section 18-104 of the City Code, The Director of DREAM, acting as Chief Procurement Officer for Real Estate RFPs, reviewed the protests submitted on behalf of Tifon and Suntex, and determined that both of the protests should be denied. On May 24, 2016, before the City Commission considered the protests, the Virginia Key Advisory Board issued a recommendation to the City Commission to remove the wet slips from the historically - designated basin.
