This section authorizes an additional homestead exemption equal to the assessed value of property to any person who: Has legal title to real estate with just value less than $250,000 Has owned and resided at the property for 25 years or more Is 65 or older And whose household income is $20,000 or less. o Currently if the property's just value rises above $250,000 the person no longer qualifies for the additional exemption. • The resolution limits the just value determination to the value at the time of initial eligible application. This will allow the exemption to stay in place if the property value rises over $250,000. • Additionally, the bill will operate retroactively to January 1, 2013 for anyone who initially received the exemption and has since lost it due to a rise in property values. Bill Status: Signed into law by the Governor 4 1 ��- 00399- &\,31„\,\-0A— 3r100.4\ 7)01b LQ.c�;�1a�,ve SeSs'�or� HB 799- OUT-OF-STATE FEE WAIVERS FOR ACTIVE DUTY SERVICEMEMBERS o Creates an out-of-state tuition fee waiver for any active duty member of the United States military. o Provides our country's active service members with the ability to obtain a college education anywhere in the world by accessing the online learning platforms that Florida's college and university institutions offer. o The realized savings they will receive by accessing that education at an in -state tuition rate not only incentivizes them to gain that education from a Florida institution. o The State of Florida would become the first state in the nation to offer such a benefit to our brave men and women in uniform. Bill Status: Signed into law by the Governor HB 885- RESIDENTIAL FACILITIES o Specifies applicability of siting requirements for community residential homes and provides applicability with respect to local land use & zoning. o To avoid overconcentration of these facilities in residential neighborhoods, resulting in the alteration of the neighborhoods composition and quality of life of its residents, this bill requires that a community residential home and a residential home of 6 or fewer residents which otherwise meets the definition of a community residential home be located a minimum of 1,200 feet from each other. o The bill also exempts from the distance requirement all facilities that are permitted and operating prior to the enactment date of this legislation. City Clerk HB 499- AD VALOREM TAXATION o Provides the signature requirement and clarifies the restrictions on who can represent a taxpayer before the VAB. o Allows for a one time rescheduling by the petitioner or property appraiser for a good cause. o Requires the VAB to submit the certified assessment roll to the property appraiser by June 1st of the following tax year or by December 1st if the petitions in that county increased by more than 10 percent from the prior year. Bill Status: Signed into law by the Governor HB 7099- TAX CUT PACKAGE o HB 7099 was passed by the Legislature and it will provide meaningful tax relief to Florida families. The Legislature approved $129.1 million in tax breaks. Some of the major tax components of the tax package include: • $428 million in property tax relief for Florida's homeowners. • The elimination of the sales tax on the purchase of manufacturing equipment. • A 3-day Back to School sales tax holiday. Bill Status: Signed into law by the Governor 5/26/2016 2 HB 7029- SCHOOL CHOICE o HB 7029 expands education choice and strengthens charter school accountability. The intent of this bill is to provide parents and students with educational options that best suits the student's abilities and goals. It also promotes the opening of high -quality charter schools, so students have access to the best possible educational environment for their needs. • Revising controlled open enrollment, which will allow students to apply and transfer to public schools on a statewide basis beginning in 2017-18. • Allowing parents to request a teacher transfer under certain circumstances. • Clarifying funding processes and defining "financial stability" for purposes of charter school capital outlay. • Implementing automatic termination of low -performing charter schools.
