The nature of this item is to establish a term contract for the rental of vehicles, on a citywide, as needed
contractual basis, with Enterprise Leasing Company of Florida, LLC, the sole responsive and
responsible bidder. The initial term of the contract shall be for a period of two (2) years with the option
to renew for two (2) additional one (1) year periods, allocating funds from the various sources of funds
from the user department and agencies, subject to the availability of funds and budgetary approval at
the time of need; further authorizing, in accordance with the IFB, the ability to add qualified suppliers
to the contract when deemed in the best interest of the City of Miami without further City Commission
authorization.

Background Information:
On April 9, 2015, the sole, responsive and responsible bid received from Enterprise for the provision of
rental of vehicles, citywide, was rejected by the City Commission. The City Commission further directed
the Administration to issue a new IFB with recommended language. The City of Miami has a need for
rental of vehicles. On August 4, 2015, per City Commission direction, Procurement issued an IFB for
rental of vehicles under full and open competition. On August 20, 2015 one (1) bid was received from
Enterprise. While performing due diligence, it was discovered that specific language directed by the City
Commission, relating to the number of locations was inadvertently omitted from the solicitation. On
September 15, 2015 the sole bid received from Enterprise was rejected by the City Manager (see attached
memo).
On September 21, 2015, the Procurement Department issued an Invitation for Bid (IFB No. 522382). As
required by the Procurement Code, the IFB was advertised and issued online. On October 7, 2015, at the
bid opening, one (1) bid was submitted. The bid was reviewed following the guidelines published in the
IFB, and the bidder has been deemed responsive. After tabulating the bid, the Procurement Department
is recommending award to Enterprise Leasing Company of Florida, LLC, the sole responsive and
responsible bidder. The estimated annual contract amount is $1,089,794.00.
