Alfonso, City Manager FROM: Annie Perez, CPPO, Director Procurement DATE: October 28, 2015 FILE: SUBJECT: Recommendation of Award for Rental of Vehicles —Citywide, Invitation for Bid (IFB) 522382 REFERENCES: IFB 522382 ENCLOSURES: RECOMMENDATION: Based on the findings below, the Procurement Department (Procurement) hereby recommends award of the Rental of Vehicles to Enterprise Leasing Company of Florida, LLC (Enterprise), the sole responsive and responsible Bidder for Invitation For Bid (IFB) 522382. CONTRACT NIUMBER: IFB 522382 CONTRACT TITLE: Rental of Vehicles — Citywide TERM: Two (2) years with Two (2), One-year Option to Renew Periods ESTIMATED CONTRACT AMOUNT: $4,359,176.00, in the aggregate BACKGROUND: On April 9, 2015, the sole, responsive and responsible bid received from Enterprise for the provision of rental of vehicles, citywide, was rejected by the City Commission. The City Commission further directed the Administration to issue a new IFB that includes language that the provider having an insurance program subject to Self -Insured Retention (SIR), must include ratings from Dun & Bradstreet or Moody's in the AA or higher range, third party insurance by an insurer; an "A" plus or better by Best Company; to have language that requires two (2) locations within Miami -Dade County, one (1) location in Broward; and to clarify within the ITB that the provider can have some form of Self Insured Retention, or self-insurance, and third -party liability. PR 16009 1 On August 4, 2015, per City Commission direction, Procurement issued an IFB for rental of vehicles under full and open competition. On August 20, 2015 one (1) bid was received from Enterprise. While performing due diligence, it was discovered that specific language directed by the City Commission, relating to the number of locations was inadvertently omitted from the solicitation. On September 15, 2015 the sole bid received from Enterprise was rejected by the City Manager (see attached memo). The solicitation was again re -issued on September 20, 2015. On October 7, 2015, despite efforts made by Procurement via email and telephone to vendors to foster competition, one bid was received from Enterprise. After careful due diligence review, Procurement recommends award to the sole, responsive and responsible bidder, Enterprise. Approved: Daniel J.
