A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO EITHER OBTAIN FOR THE CITY OF MIAMI THE MONETARY
VALUE ASSOCIATED WITH THE CITY OF MIAMI'S ALLOTMENT TO TICKETS TO
MARLINS BALLPARK AND THE MIAMI OPEN TENNIS TOURNAMENT, IF
POSSIBLE, OR ESTABLISH A LOTTERY SYSTEM WHERE NONPROFIT
CHARITABLE ORGANIZATIONS AND RESIDENTS ARE ABLE TO ENJOY AND
BENEFIT FROM TICKETS PROVIDED TO THE CITY OF MIAMI FROM THE MIAMI
MARLINS AND THE MIAMI OPEN TENNIS TOURNAMENT.
WHEREAS, the City of Miami ("City") receives complimentary tickets and/or passes to Marlins
Ballpark and the Miami Open; and
WHEREAS, the Miami -Dade County Commission on Ethics has adopted guidelines and
recommendations regarding the receipt of tickets by public officials under "public benefit" clauses in
certain government contracts; and
WHEREAS, consistent with such guidelines and recommendations, the City Commission has
adopted policies to ensure that the distribution of tickets or passes serve a legitimate public purpose;
and
WHEREAS, the City Commission has determined that such free tickets or passes are public
resources; and
WHEREAS, the City Commission wishes to ensure the tickets or passes given to the City of Miami
serve as public resources, either by providing nonprofit charitable organizations and residents tickets
and/or passes through a lottery system, or the City of Miami obtaining monetary value associated with
the tickets and/or passes;
NOW THEREFORE, BE IT RESOLVED, BY THE CITY COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. The City Manager is hereby directed to either obtain for the City of Miami the monetary
value associated with the City of Miami's allotment to tickets to Marlins Ballpark and the Miami Open
tennis tournament, if possible, or to establish a lottery system where nonprofit charitable organizations
and residents are able to enjoy and benefit from tickets provided to the City of Miami from the Miami
Marlins and the Miami Open tennis tournament.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}

{1 } If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
