The increased popularity of social media and interconnectivity of individuals through apps has extended the reach of news stories. In
recent years, a series of controversial citizen and police encounters across has increasingly focused the national conversation on the
relationship between police departments and the communities they serve. In an effort to be proactive and strengthen ties with our
Miami constituents, the City of Miami has organized Talk It Through: Teen Community Engagement dialogues in partnership with RER
Consulting, and Cultural Diversity and De-escalation training in partnership with Florida International University (FIUa, Department of
Communication. The focus of these efforts with the City Manager's Office, the City of Miami Police Department, the Office of
Community Investment, the Parks and Recreation Department, and the Neighborhood Enhancement Team is to create ongoing open
dialogues that promote positive interaction between the police officers and community members.
The Talk it Through: Teen Community Engagement dialogues, which began on December 17, 2015 and continued to the middle of
March 2016, have developed into engaging group sessions where the effort of building trust and developing stronger communities has
begun to take effect. This is illustrated by an increased interest in policing by some students who have requested to ride along with
their local Officers, and some are now interested in this career avenue. In addition to the dialogues FIU began their Cultural Diversity
and De-escalation training on January 26, 2016. The FIU training provided Police Officers with communication skills to enhance their
ability to communicate with the Citizens they serve. Police Officers must understand the diverse dynamics of the City of Miami and its
changing demographics.
Like many American cities, the lack of economic prosperity, education, housing, jobs, and immigration have a major impact on City
operations. To address these issues the City of Miami sought to create an environment that assists in eliminating poverty and under-
served neighborhoods while developing more self-sufficiency and economic opportunity. Police are more than individuals who enforce
the law of the State of Florida. Officers help individuals in a variety of ways daily, such as: transport Homeless to shelter; direct tourists
to their destination; connect individuals in need of work to local Career Source Centers; and provide families with resources to help
them. Police Officers complete tasks that exceed the general services associated with policing.
The importance of these efforts and the need for strong collaborative relationships between police and local communities is underlined
in the recent events of Ferguson, Staten. Island, and Cleveland. The relevance of the Police and community relationship is essential to
the stability and betterment of the City of Miami. For these reasons, the Talk It Through: Teen Community Engagement Dialogues and
the Cultural Diversity and De-escalation training have been collaboratively designed to strengthen the trust among the City of Miami
Police Officers and the City of Miami communities. Strengthening public trust and fostering stronger relationships between Officers and
Citizens while striving for effective crime reduction, safer communities, eliminating poverty and under -served neighborhoods is
intertwined in the process that these partners have embarked on to better serve our community as a whole.

GSA Apprenticeship Program
General Service Administration (GSA) Apprenticeship Program
The City of Miami will be adding four Technician Apprentice
Positions in the General Services Administration (GSA)
Department. These positions are for Heavy Equipment and
Automotive Mechanics. This Apprenticeship Program will allow
the trainees to work alongside GSA technicians to gain real life
experience as they study for certification testing in the
automotive repair field.
*Thus far, 1 GSA Apprentice has been hired and an additional 6
are in the process of completing pre -employment procedures

The FIU Herbert Wertheim College of Medicine is delivering
advanced technology for mammography screenings to the
neediest neighborhoods in Miami- Dade County through an
integrated model of care.
• The first mobile 3D Mammogram unit in South Florida
• Increasing access to breast cancer screening for women
• Providing personalized education, outreach, navigation, and
support through breast cancer detection and treatment
Florida International University Herbert Wertheim College of
Medicine will provide on the spot diagnostics for patients
entering the mammogram unit and are also available to provide
at-home consultations to those patients who may need it, at no
cost to City of Miami residents.
This unit will provide services in City of Miami Parks through an
agreement with Florida International University, The City
Manager's Office and the Parks and Recreation Department.
