Skate Free is a 501(c)3 Non- Profit Organization dedicated to
creating safe, fun and well maintained public skate plazas in
the Miami, FL central core that can connect neighboring low
income neighborhoods and provide a haven for skateboarders to
practice and develop.
We would like to create a unique public outdoor space never
before seen in the City of Miami that can make Miami attractive to
skateboarders and skateboarding events both locally and abroad
and really put Miami on the map as a skateboarding destination
like New York or Los Angeles.
Our organization has obtained site control of a 44,000 sq ft.
underutilized lot under the 1-95 Interstate in the heart of Miami's
Downtown Core. This Land has been entrusted to us by the FDOT
and the Miami Parking Authority to be tranformed into a state of
the art skate plaza that will be open and free to the public.
Skate Free was the winner of the 2014 Miami Public Space Chal-
lenge where we recieved a $10,000 Grant supported by the Miami
Foundation as well as a $75,000 matching grant from the City of
Miami District 2 Office. We Are supported by the Miami Founda-
tion, The Miami Parking Authority, The Downtown Developement
Authority, Save North Miami Ave Foundation, Florida Department
of Transportation, The Sandra James Family Trust and The City of
Miami Police Department.

To create a shaded, well designed, safe, and central public skateboarding space to directly serve the skaters of the greater Miami
area. Lot 11 will be a useful urban environment promoting physical activity, gathering of families, and community connectivity. Kid
and their parents will have a designated place to skateboard, socialize with friends, have picnics or outings, and enjoy the beautiful
Miami weather. Skateboarders and families in the City of Miami are underserved with public spaces to play and enjoy. Lot 11 will b
that place. Lets invest in our kids and our community.

Private Property Damage
When there are no local skate facilities for skaters to congregate and practice, skaters turn to the streets to find obstacles to grind and
slide. These obstacles are usually found on private property which results in the destruction of benches, ledges, rails, and stairs. These
damages cost local private businesses thousands of dollars each year in aesthetic repairs. Skateboarding on private property also leads
to many incident calls to the local police which put children at risk of obtaining charges for trespassing, vandalism, of criminal mischief.
Providing the skaters of any city with a safe, legal and fun place to skate like Lot 11 will significantly reduce the amount of destroyed
private property and police engagement with skateboarders. Submitted into the public

Lot 11 has been designed by one of the country's premier skatepark designers, Team Pain. Team Pain have been in the business for
over 15 years designing and building premeir skateparks all over the United States. They are a local Florida company 30 skatepark

Population
Downtown Miami, Riverside, Overtown, Park West
and nearby Brickell are home to nearly 400,000 resi-
dents. Another 80,000 are expected next year.
Parking
Over 300 public parking spaces are availible in the
adjacent MPA lots 12 and 13. These lots are open 7
days a week 6:00 am until 10:00 pm.
Access
Lot 11 is accessible by car from the 1-95 North 2nd
Avenue Exit and the 1-95 South NW 8th ST Exit.
Public Transport
Lot 11 site is located within a quarter mile of the
Government Center Metro Rail station which is the
hub for both tha Metro Mover and Metro Bus sys-
tems.

Senate Bill No. 408
An act relating to designated areas for skateboarding, inline skating,
paintball, or freestyle or mountain and off-roading bicycling; amending
s. 316.0085, F.S.; deleting the requirement that a governmental entity that
provides a designated area for skateboarding, inline skating, or freestyle
bicycling obtain the written consent of the parent or legal guardian of a
child under a certain age before allowing the child to participate in these
activities in such area; requiring the governmental entity to post a rule
indicating that consent forms are required for children under a certain age
before participation in paintball or mountain and off -road bicycling;
providing an effective date.
Be It Enacted by the Legislature of the State of Florida:
Section 1. Subsection (3) and paragraph (c) of subsection (5) of section
316.0085, Florida Statutes, are amended to read:
316.0085 Skateboarding; inline skating; freestyle or mountain and off -
road bicycling; paintball; definitions; liability.—
(3)(a) This section does not grant authority or permission for a person to
engage in skateboarding, inline skating, paintball, or freestyle or mountain
and off -road bicycling on property owned or controlled by a governmental
entity unless such governmental entity has specifically designated such area
for skateboarding, inline skating, paintball, or freestyle or mountain and off -
road bicycling. Each governmental entity shall post a rule in each specifically
designated area that identifies all authorized activities
(b) Each governmental entity shall post a rule in each specifically
designated area for paintball or mountain and off -road bicycling which
and indicates that a child under 17 years of age may not engage in such any -of
thosc activities until the governmental entity has obtained written consent,
in a form acceptable to the governmental entity, from the child's parent or
legal guardian parents or legal guardians.
(5) This section does not limit liability that would otherwise exist for any
of the following:
(c) The failure of a governmental entity that provides a designated area
for skateboarding, inlinc skating, paintball, or freestyle or mountain and off -
road bicycling to obtain the written consent, in a form acceptable to the
governmental entity, from the parents or legal guardians of any child under
17 years of age before allowing authorizing such child to participate in
skateboarding, paintball, or freestyle or mountain and off -
road bicycling in such designated area, unless that child's participation is in
violation of posted rules governing the authorized use of the designated area,

except that a parent or legal guardian must demonstrate that written
consent to engage in mountain or off -road bicycling in a designated area was
provided to the governmental entity before entering the designated area.
Nothing in this subsection creates a duty of care or basis of liability for death,
personal injury, or damage to personal property. Nothing in this section shall
be deemed to be a waiver of sovereign immunity under any circumstances.
Section 2. This act shall take effect July 1, 2015.

Over the last several months I have directly, and since its formation, Sandbar Holdings LLC has
met with Skate Free and its members to find a way to incentivize private and public funding for a
dedicated skate park in Miami, FL. Skate Free has secured a lease with the Florida Department of
Transportation for a dedicated site, known as "Lot 11 Skate Plaza" (328 NW 2nd St).
Sandbar Holdings LLC is pleased to extend a pledge to match hard fund donations, not pledges,
totaling $600,000 to Skate Free for the construction of the "Lot 11 Skate Plaza". The funds
eligible for this match can be either public or private.
We are looking forward to the completion of "Lot 11 Skate Plaza".

version of the NBA) since its inception, and one of the only independent
skateboard brands to have planted skateboard plaza "Diamond Skate Plaza" in
