The Overtown Advisory Board/Overtown Community Oversight Board (OAB/OCOB) was created
via Ordinance 12858 amending Article XI of Chapter 2 of the City Code to encourage and support
housing, job creation, economic and business development, educational opportunities and historic and
cultural preservation within the Overtown community. The Board shall provide written recommendations
to the City Commission regarding activities, developments, and improvements within or substantially
impacting the residents of the Overtown Area.
The OAB/OCOB membership consists of eleven (11) adult member seats, of which: five (5) are elected
by the Overtown community, five (5) are appointed by the District 5 Commissioner, and one (1) is
appointed by the Mayor. There are also two (2) youth member seats, of which: one (1) is appointed by
the District 5 Commissioner and the other is appointed by the body of the OAB/OCOB.
Pursuant to City of Miami Code Sec. 2-1052(c), an election was conducted on August 23, 2016 for five
(5) available elected member seats on the OAB/OCOB. Seven (7) individuals qualified as candidates for
the available seats. Two (2) of the seven (7) qualified candidates withdrew from the OAB/OCOB
election. The following five (5) candidates received the greatest number of votes and were elected as
members of the OAB/OCOB.

• Reginald Munnings
• La'shown Naylor
Pursuant to Miami Code Section 2-1052(e), the City Commission must ratify the election results for the
newly elected members to serve on the OAB/OCOB. For your convenience, I am including the
certification and declaration of election results, in addition to the current membership of the board. By
copy of this memorandum to the Agenda Office, I am requesting that this issue be placed on the
September 22, 2016 Commission agenda.

I, Todd B. Hannon, City Clerk of the City of Miami, Florida, do hereby certify that the necessary
steps were taken pursuant to City of Miami Code Section 2-1052 in connection with the conduct
of the Overtown Advisory Board/Overtown Community Oversight Board Election
(OAB/OCOB) held on August 23, 2016. Said election was conducted in order to fill five (5)
elected member seats. The election was held at the Culmer Center located at 1600 N.W. 3rd
Avenue from 9:00 a.m. until 6:00 p.m.
I. On August 16, 2016, from 2:00 p.m. until 5:30 p.m. an OAB/OCOB Candidate
Qualifying Meeting was conducted to determine the eligibility of individuals that
submitted applications to qualify as candidates to be seated as OAB/OCOB elected
members.
II. On August 23, 2016, qualified voters were allowed to vote for a minimum of one (1) and
a maximum of five (5) candidates of their choice.
III. A total of 53 ballots were cast in said election.
iv. I further certify and declare that the results of the OAB/OCOB Election held on August
23, 2016 are as follows:

vII. Therefore, I certify that Mae Christian, Nicole Crooks, Anitrice "Joy" McKinnis,
Reginald Munnings and La'shown Naylor received the greatest number of votes and
were elected as members of the OAB/OCOB.

' Constance Collins and Rai Taylor Johnson withdrew from the OAB/OCOB Election on August 22, 2016. Pursuant
to Florida Division of Elections Reference Guide 007 "Notice of Candidate Withdrawal or Disqualification or
Removal of Ballot Issue", votes for Constance Collins and Rai Taylor Johnson are to be considered invalid. As a
result, votes cast for Constance Collins and Rai Taylor Johnson were not counted as part of the official certified
election results.
