Reference: B-50643: Wagner Creek & Seybold Canal Dredging Project By this memorandum, the Office of Capital Improvements and Transportation Program ("CITP") seeks to increase the award value and duration of the Agreement for Engineering Support Services for the Wagner Creek and Seybold Canal Waterway Restoration Project ("Project"), executed by and between the City of Miami ("City") and CH2M HILL Constructors, Inc. ("CH2M"), dated February 22, 2008, (the "Agreement ") and entered into pursuant to Resolution No. R-07-0482, es amended by Resolution No. R-14-0257. This contract capacity and duration increase request is necessary for the following reasons: 1. Increased effort to secure the zero interest State Revolving Loan Fund and supported the applications and extension requests for State Appropriations and Florida Inland Navigational District Grants; 2. Unanticipated need to extend permits from the Miami -Dade County Department of Environmental Resources Management, Florida Department of Environmental Protection and the United States Army Corps of Engineers; 3. Increased level of effort to prepare the initial Request for Proposal (RFP) package; 4. Increased level of technical support during the proposal evaluation period including responding to technical questions that were address via addenda and performance of due diligence that resulted in all proposers being determined either to be non -responsive or non -responsible; 5. The desire of the City to continue to rely on the technical expertise of CH2M during the re - solicitation of the RFP and subsequent proposal evaluation process; 6. Due to the unanticipated delays, it is expected that the project period will be extended by twenty-one (21) months; and 7. The proposed contract capacity increase and timeline for completion is presented below in Table 1. Therefore, CITP requests that the Procurement Department commence the process to increase the contract capacity and extend the term of the CH2M Agreement accordingly.
